  • 29 Jan 2020 in Senate: Finally, Mr. Speaker, Sir, to the people of Kiambu, the Senate or impeachment will not solve their problems. You are a rich and endowed county; you have the President and great sons and daughters. You are a great county. Please, go back to Kiambu and deal with your problems. When you call your next Building Bridges Initiative (BBI) rally, let it be--- view
  • 5 Dec 2019 in Senate: Mr. Speaker, Sir, I rise to add my voice to the Petition by residents of Ganjoni, Mombasa County, on the loading and unloading of iron ore, and the health hazards that they face. This Petition is a clear indication that all the other institutions that have been mandated to look into these issues have failed, and that is why the residents of Ganjoni have opted to come to the Senate. This means that NEMA and the County Commissioner have failed. It also means that the police have failed to enforce the resolutions that were agreed on between the residents and ... view
  • 5 Dec 2019 in Senate: Mr. Speaker, Sir, I rise to state that I agree with the Acting Cabinet Secretary (CS) for National Treasury and Planning proposal to Parliament to stop the release of funds to the counties that were mentioned. I also rise to say that I agree with the Auditor -General’s Report that analyzed pending bills in county governments. When this Report came to the House and tabled, it was brought before the Committee on Public Accounts and Investment Committee (CPAIC). We have sat with close to 20 governors trying to understand the numbers that are in that Report. We sat with the ... view
  • 5 Dec 2019 in Senate: Mr. Speaker, Sir, therefore, even though the Committee today has made a recommendation; a recommendation that has been arrived at after one week of consideration, compared to six months - this Report was tabled in this House in June - since then, CPAIC has been looking into this matter. I even had a Motion that was put aside to allow the Committee on Finance and Budget to bring their report. Even if I am going to support this Report, in the reports that will come for respective counties where counties are not paying pending bills out of mischief, I will ... view
  • 4 Dec 2019 in Senate: Mr. Speaker, Sir, I have been in this House for quite a few years now. The practice and convention is that when a Member is making a Statement request, the Member shall read out the Statement and the Member shall wait for the relevant Chair to commit on when the Statement shall be dealt with. A Member cannot be on his feet reading a Statement, debating that Statement and introducing matters of jail, BBI and all sorts of peripheral matters. • 26 Nov 2019 in Senate: Mr. Deputy Speaker, Sir, yes, it has to do with procedure. Allow me to first reveal that I am one of the greatest supporters of women, not just in this House but in this Republic--- view
  • 26 Nov 2019 in Senate: Yes, including women Senators. Indeed my grandfather had seven wives. I believe that I am what I am because of that multiplicity of grandmothers. However, as a matter of procedure and as a Chairperson of a Committee, I have been told before and you will have to guide us for the future; once a report has been adopted by Members of a Committee and laid on the table of the House, it becomes property of the House, such that its withdrawal, therefore, becomes a matter--- The electronic version of the Senate Hansard Report is for information purposesonly. A certified version ... view
  • 26 Nov 2019 in Senate: Mr. Deputy Speaker, Sir, yes, a matter for the House. It should not even be contemplated since the Committee has gone through a vote process and certain steps; there has been quality assurance that has been carried on that document by no less than a secretariat of the Senate. The right way to deal with a report of that nature is to bring it here, move the Notice of Motion, bring it, let us articulate the issues and let us defeat such a retrogressive report on the Floor of this House so that we make a strong Statement that this ... view
  • 26 Nov 2019 in Senate: Mr. Deputy Speaker, Sir, I beg that you declare it out of order for the Chairperson to attempt to withdraw this Report since he has sensed defeat. view
  • 26 Nov 2019 in Senate: Mr. Deputy Speaker, Sir, I rise pursuant to Standing Order No.51(1)(b) to make a Statement on the activities of the Sessional Committee on County Public Accounts and Investments for the period commencing 1st July to 30th September, 2019. This report is restricted to three months. Mr. Deputy Speaker, Sir, I wish to provide details of Committee activities as follows- During the period under review, the Committee held a total of 31 sittings. The Committee held one retreat; a report-writing retreat in the month of August, 2019. The Committee also held a consultative meeting with the Office of the Auditor- General. ... view
