The CS, National Treasury and Planning has a role defined by the Constitution. The National Treasury and Planning is defined in the Constitution and more so in the Public Finance Management (PFM) Act. It has powers to issue certain notices, guidelines and regulations. view

I am just wondering how the Head of Public Service will be held responsible for the flooding which happened after the gazette notices. The notices that the Mover had talked about were three; that were issued by this Inter-Ministerial Committee. However, once the gazette notice is issued, there are those public officers with a responsibility to execute. The sanctity of a report, once tabled, is not absolute because there are amendments that are allowed but they must follow some logical sequence. Madam Temporary Speaker, recommendations are based on observations and findings. Once a report is tabled, one cannot start introducing new evidence in the form of minutes.
