However, my conviction is that the Powers and Privileges Committee, if it continues with diligence in the manner in which this particular one has proceeded, we will not have to set up a separate ombudsman to look at issues. Mr. Deputy Speaker, Sir, as an institution, we need to take a position to protect our oversight Committees. I beg to move the following Motion- THAT, this House adopts the Report of the Sessional Committee on County Public Accounts and Investments, on the inquiry into possible loss of funds through the acquisition of Land LR.No.7879/4 (part) by the National Land Commission, for use by two public schools (Ruaraka High School and Drive-In Primary School), Nairobi City County, that was laid on the Table of the House on Wednesday, 8th August, 2018. As a background, before devolution, primary schools in Nairobi City and seven other municipalities were managed by the defunct Nairobi City Council and the respective municipalities. The process of the transfer of assets and liabilities of these defunct authorities to county governments is still ongoing. If this process is not superintended or supervised, then counties stand to lose lot of assets, particularly land that belongs to schools. It is ... view

Mr. Deputy Speaker, Sir, it is important to note that the land in question, LR.No.7879/4, has featured prominently in the past with regard to compulsory acquisition and compensation by the Government. view
