I am glad that the cabinet secretaries are taking this House seriously. I have just realized that we have a framework for seeing and discussing what the national Government is doing in many of these devolved units. It is important that this House also pronounces itself because when we discussed this issue of pending bills, which you have now provided very good direction on, we have seen in the public people who hold positions of responsibility rubbishing what the Senate is doing. They can go by popular initiative. The parties that are supposed to receive the signatures and draft issues for consideration in a referendum should be guided by this Constitution. Article 257(4) and (5) of the Constitution is very clear. The things that IEBC has done to Okoa Kenya initiative are legal gymnastics.   • 16 Mar 2016 in Senate: Madam Temporary Speaker, the House has requested the Chairperson of the Committee to make confirmations on pending bills. Could we also get pending bills owed to the youth, women and persons with disability because there is a 30 per cent that is supposed to be allocated to them? If the total pending bill is Kshs37 billion, one could simply do 30 per cent of that and say women, the youth and persons with disability, are owed Kshs1 billion.
