Sang, the young Senator from Nandi County, for bringing this Bill to the House. He is my colleague whom I am not afraid to call “young” because I saw the sun before him. The objective of this Bill is quite straightforward. It provides a comprehensive framework for scrutiny, publication and operation of statutory instruments.   • 10 Mar 2016 in Senate: Mr. Speaker, Sir, I want to talk about the petition by David Gesicho on the issue of Sukuk and Islamic bonds. It is very painful to pay interest on a loan that has been used improperly. We need to look at the depth and root of this petition. If as a country or a county, you borrow US$1 billion which cannot be traced or Kshs791 million is traced to the political class, it becomes very painful to repay that interest. All sports activities where the State has had a hand are in disarray. There have been scandals with regard to soccer and volleyball. Now the same is coming to athletics. All State sponsored sports initiatives and promises made by the Government have not come to fruition. We all recall that the current Government promised five stadia.   • 9 Mar 2016 in Senate: Mr. Speaker, Sir, please, allow me to summarize. The Chair has talked about the anti-doping agency that is being established and issues to do with legislation. The global anti-doping agency has already said that the policy and legislation that Kenya is coming up with does not meet its standards. I would like the Chairman to assure this House that this particular matter that is being pushed in the National Assembly shall be amended so that it meets those requirements. If that does not happen we will not have a Kenyan athlete participating in the Rio athletics in August. view

Murkomen. Let me talk about the intention or the reasoning behind the postponement of debate on this particular matter, which I do not agree with.   • 9 Mar 2016 in Senate: Madam Temporary Speaker, as I conclude, let us put out our best 10 irrespective of party affiliation and I want to urge my colleagues that we avoid brinkmanship. If we are differing on this and taking it back to the Rules and Business Committee (RBC), let it be for seeking goodwill and avoiding a partisan approach. Let it not be on the basis of Standing Order No.178. Thank you. view
