If you look at the detailed report, in (iii) on Page 24, the Committee itself contents that the Budget Policy Statement (BPS) uses a very conservative revenue growth rate. It says actual revenue realisation differs from the growth rate used in the BPS. The Committee, in its report says that the average actual revenue performance for the last four years is about 13 to 14 per cent.   • 18 Feb 2016 in Senate: Mr. Temporary Speaker, Sir, I also wish to thank the residents of Bukhayo Central Ward for approaching the Senate. I concur with my colleague, Sen. Musila, that this is evidence of failure in primary oversight. We set up county assemblies to interrogate and be the voice of the people on some of these basic matters. We need to make it our business as a Senate to upgrade the capacity of our county assemblies so that they are in a better position to deal with some of these issues so that the Senate is not flooded with many issues. There is a saying that a child who has washed his hands clean is fit to dine with elders, but that does not make him an elder. So, I do appreciate that Sen. I bring to the attention of the House and particularly my colleagues who have spoken before about the membership of these committees. Standing Order No.176(4) requires that the whips shall be nominated to the Committee. So, it is not just those in Standing Order No.176(1) that form part of this Committee. However, I do not see anywhere in the Standing Orders that says that the Whips and their deputies shall be members of this Committee. Another role of this Committee is to monitor and oversee the implementation of Senate business and programmes. In my one year in this Senate, I still feel that there is a lot that needs to be done to see to it that Senate Business and programs are followed up and properly implemented. It would have been more proper for us to adjourn and head to State House, but because this is a House of records, I wish to go on record that I supported this Motion.
