Mr. Temporary Speaker, Sir, there is a reason we want to position ourselves as the ‘Upper House.’ The Cabinet Secretary for Health - allow me one minute to say this - was the Leader of Majority in the other House. He was extremely contemptuous of this House. We cannot conduct ourselves in a way that affirms the contempt he used to show. This report is with regard to the Persons with Disabilities Bill which was sponsored and brought to this House by Sen. We had a few challenges before I get to the content of the report that is before us. We have two reports. One report is about 2,300 pages long. It is a detailed report of audit issues identified in each county government. It contains the observations of the Auditor- General, the response of the management, and the recommendation of the Senate.
