I have not heard the strong justification from the Mover of the amendment, who proposes a New Second Schedule for sugarcane zones, because the problem is that it has disaggregated. For example, in the First Schedule, you will find that Kisumu, Migori, Homa Bay, Kisii and Narok counties are in the southern zone.
