  • 19 Oct 2023 in Senate: Kajwang’ and Sen. Ogola will be out of this Chamber to pursue other greener pastures. There will be a vacancy, which I hope they will be willing to fill. I also want to encourage them that leadership is not only in the political field, but they should aspire to be leaders in their professional fields. They can be leaders in the religious realm. They can be leaders at different levels. So, now that they have made it to the Senate today, it already indicates that they have got some leadership skills in them. Let them not just apply to the ... view
  • 18 Oct 2023 in Senate: Mr. Speaker, Sir, the person with the duty and obligation to be a judge on whether the substantiation is within the Standing Orders and the Rules and Procedures of Parliament is the Speaker. The House does not take a vote, and the House does not have an opinion. This is one of those decisions where the Speaker has full authority and responsibility to determine whether what the Senator is submitting addresses the issues that were challenged. Therefore, I want to beg, because what the Senate Majority Leader has said, perhaps could have been a practice out of experience, but not ... view
  • 11 Oct 2023 in Senate: Mr. Speaker, Sir, I rise to support the Bill. However, I wish to make a few observations that I feel must go on record even as this House considers the Bill. We should stop treating public participation as a suggestion. This House sought memoranda from the public and other parties via newspaper notice on the 4th and closed submission on the 7th October, 2023. If we really want public participation to inform what we do as a House we must live up to the principles of the Constitution. It is for that reason that Sen. Crystal Asige and I are ... view

  • 11 Oct 2023 in Senate: I would like to thank Sen. Omogeni even though he did not address the location from which he attended the virtual sitting. This Bill is long overdue because we have had the Kenya Health Management Information System (KHMIS) in existence. People who have worked in public sector, particularly in hospitals and dispensaries across the country, know that if you want to get raw data on health indicators and statistics in Kenya, the place you go to is the KHMIS. This Bill puts in place a legal framework for provision of digital health services and establishes a comprehensive integrated digital health ... view

  • 11 Oct 2023 in Senate: a digital record over tens of years. There was a certain incident where there was a data breach on the NHS. It was quite embarrassing. We must invest in security. I wish we were articulate, clear and elaborate on the security measures that should be put to ring- fence and build firewalls around the Kenyan digital health systems. The cybercrime situation in Kenya is extremely grave. Banks and financial institutions are losing money every day. Unfortunately, they cannot announce because they are listed in the stock exchange. If they say they lost Kshs1 million through a data breach, there will ... view
  • 5 Oct 2023 in Senate: Mr. Speaker, Sir, from the foregoing deliberations, will I be in order to describe the “bullfighter” as the coward of Kakamega County? view
  • 5 Oct 2023 in Senate: Thank you, Mr. Speaker, Sir. Sometimes, in the House, it helps to have interventions like the one from Sen. M. Kajwang’. Of course, he does not mean I am a coward. He is using it to cajole me to ensure I come out and state these things. Sen. M. Kajwang’, thank you for the compliment, we shall be doing our fish at Kendu Bay the usual way. Mr. Speaker, Sir, with those many remarks, I respond and request with your permission, under Standing Order No. 66(3), that you allow this Motion to come for Division at a later time. view
