Mr. Speaker, Sir, looking at the Order Paper, the distinguished Senator has an amendment to this Bill. Unless he has withdrawn that amendment, will it not be neat for him to move, so that we debate his amendment and dispense with it, because we cannot speak to the original version that came from the National Assembly and then later speak to his amendment?

This Bill has been the subject of consultation with the Senate Majority Leader and the Minority side and also in consultation with the Members of the Standing Committee on Education. The County Vocational Education and Training Bill, (Senate Bills No. 3 of 2022) is currently being considered by the Senate Standing Committee on Education and I see the chairperson is present. Standing Order No. 33 is quite clear on the procedure and who can call a special sitting. That Parliament is not guided only by the Standing Orders, but there is also tradition and precedence. We have set a precedent in this House that when the Senate Majority or Minority Leaders wishes to convene a Special Sitting, there ought to be some consultation. Not necessarily concurrence, but consultation between the two sides. I want to encourage us not to kill this spirit. I do not argue that it is mandatory. Energy, transport and infrastructure are important conditions for sustainable growth.
