Speaker of the National Assembly in the 13th Parliament.

By virtue of his position as co-principal in NASA he was retained as Minority Leader in the 12th Parliament but later replaced by his Siaya counterpart after 19 senators who attended Nasa's Parliamentary Group meeting at Parliament Buildings in Nairobi unanimously voted to replace him with Senator James Orengo on 15th March, 2018.

Thank you, Mr. Temporary Speaker, Sir. Then let me speak to it. I sit down, you speak and then I come to mine.

Mr. Temporary Speaker, Sir, I had flagged in to talk to this Statement. Since we started the Centre for Multiparty Democracy - Kenya (CMD), Sen. Halake is the first lady to chair this organization. I congratulated her when she was elected. My party is a very active member of CMD. My national chairperson is one of your Vice Chairpersons; Mr. Amuma Ruhu from Tana River County. The CMD does an excellent job. What I would want to encourage CMD to do is not to fall into the path of being bullied by the bigger parties who think that they own ...

misguided preposition that exists in our Constitution and the law, that you list up people and then they lock in and know that they are going to be nominated if the party wins and then go to do their own things. They know that they are already secure. Mr. Temporary Speaker, Sir, in any jurisdiction, nominations are used to address the imbalances in terms of disadvantaged groups. It is also used to reward party stalwarts for doing a good job and to give the party visibility, strength and good performance in elections. I would want to see CMD championing this ...

That was the end. He was gone and had to stay out for a full term. This is now democracy working. Parties must also have the respect they have or ought to have for their members and the institutions of the country. Mr. Temporary Speaker, Sir, lastly, I just want to enjoin my colleague from Kakamega County that abuse of democratic space is an aberration. We must also resist it. I know I brought a Statement here that was widely debated. I want to thank the Chair for according Members to speak freely on this matter. Governor Oparanya should be ...

Mr. Temporary Speaker, Sir, my Statement is long and comprehensive. The reason the distinguished Senator for Kakamega County is here is to speak to it and Sen. Were also. I would request that you give me priority tomorrow, so that we are the first on the Statements list. It is so important because it touches on the lives of the people of Western region and Nyanza – the Sugar belt and the misguided programme to lease out factories to create a monopoly to kill our farmers. I request that you give me the first priority tomorrow.

Mr. Speaker, Sir, I have no doubt that Sen. M. Kajwang’ said it in jest and we should allow some comic relief in the House. Sen. Malalah is here and he has not protested. Do not wail louder than the bereaved. That is not the issue that I stood up for. The mood is very clear that we have more serious work than extending the calendar or dealing with the sittings. I want to move that,

Mr. Speaker, Sir, I want to encourage the Senate Majority Leader that in future we should have some reference to Standing Orders when we make any moves in the House. There is no provision in these Standing Orders for any Member to just make a request to the Speaker. You move in accordance with Standing Orders and the Senate Majority Leader should have moved under Standing Order No.105; that we do now adjourn whatever debate we have on the Floor for whatever consultations we want to have. He has done the right thing wrongly and I want you to make ...

First, I want to thank the Senator for Kericho County for raising this matter and, equally, the Senator for Siaya for offering an explanation. However, with hindsight, and those of us who have been here from the last Senate have had a lot of frustrations and fights to find the footing and relevance of this House within the constitutional order of this country. We have gone to court in the last session and made some milestones in the Supreme Court advisory. I want to urge the leadership - because they lead the House and the entire House is the client ...
