Madam Deputy Speaker, thank you, my distinguished nephew, the Senator for Nairobi City County. I would like to inform Sen. Sakaja that as he deals with that matter, he should remember that the Cabinet Secretary for Tourism and Wildlife has been announcing to anybody who cares to listen that he has a tranche of Ksh4 billion to cushion the hotel and tourism sectors from the shocks of COVID 19. What else can the Government do than to help the impoverished and suffering staff members of hotels, restaurants and tourism establishments? We do not want to see the Kshs4 billion being ...

Thank you, Madam Temporary Speaker. My distinguished colleague from Isiolo is the Chairperson of the Committee and I am her Vice Chairperson. In my view, we have done an extremely commendable job in carrying out this inquisitorial investigation. our Members, Sen. Seneta, Sen. (Dr.) Lang’at and Sen. Mwangi from Nyandarua, are here. These Senators have put in their all in carrying out this complex and thorough investigation into a serious scandal in the Ministry of Health. One of the critical witnesses was a Minister at the time all the contracts were varied, shifting the figures from Kshs28 billion to Kshs63 ...

I have urged the Committee that they borrow a leaf from the Committee that investigated the maize scandal, that brought a report which received acclaim from each and every Member of this House, including yourself. We promise the House that we will leave no stone unturned in trying to bring to the fore these extremely scandalous engagement in the Ministry of Health by the former Ministers who have occupied that position. This is so that we stop any future similar transgressions against the national public purse. We do not want this country to repeat mistakes in creating avenues that pilfer ...

Madam Deputy Speaker, I also support the adjournment Motion, but suggest the following: That this formula has been very divisive, to say the least. Looking at the amendments casually, they are equally divisive. We will end up in a state of these amendments also being dead on arrival. We need to do what we did in the last Parliament. Sen. Orengo, Sen. Cheruiyot, Sen. Murkomen and others were here. It took us three working days as a whole Senate in Naivasha to push and pull together with the entire Commission on Revenue Allocation (CRA), for us to come up with ...

House the way we did in the last Parliament. Call the CRA and any other expert that we need and bring a formula that a person in Mandera feels as comfortable with as the one in Nairobi City, Kiambu or Bungoma. That is the only way we can achieve equity and equality as a House of the Senate.

Thank you, Mr. Speaker, Sir. The land question in this country remains a ticking time bomb. When the Constitution of Kenya 2010 was promulgated, the NLC was set up with the hope that it was going to do what successive lands Ministries had not done in the management of public land. It has not been so. In fact, the first NLC whose term expired a year or so ago, spent all their time and energy battling on how to compensate people for the Standard Gauge Railway (SGR) land and forgot their entire mandate of dealing with land issues. The Petition ...

40 lives. We have had landslides in Elgeyo Marakwet, West Pokot, Murang’a and many other places. I hope my distinguished colleague from Nyandarua is still the Chairperson of the Committee because these days they are changed every other day. If he is still the Chairperson, he has done a good job previously. We hope they will look into this matter critically. Alongside the salient points raised by Gov. Sang is the issue of management of the environment; the mowing of trees almost everywhere even on dangerous slopes. More importantly, we have enough agrarian scientists in this country. We also have ...

Thank you, Mr. Speaker, Sir. The reason I stand to support the Kenyans who have brought this Petition and the distinguished Sen. Mwaura, who conveyed it to the Floor, is based on the provisions of Article 227 of the Constitution. When we put this provision in the Constitution, it was on the clear understanding that the biggest entity that any citizen can do business with is the Government. That is where all procurements and many other business opportunities lie for provision of goods, services and other things. The Constitution is very clear that the Government shall procure goods and services ...
