  • 24 Oct 2019 in Senate: Mr. Speaker, Sir, I will try to be brief and use the time provided. I thank the Committee that was set up by this House to deal with the issue of the impeachment of the Governor of Taita-Taveta County, His Excellency, Hon. Granton Samboja. I have read through this Report and I agree fully with the intervention by the distinguished Senator for Kericho County, that finding that the allegations are not substantiated is different from a finding of innocence. Indeed, we, as lawyers, know that when you are taken to court on a criminal charge, the court does not declare ... view
  • 24 Oct 2019 in Senate: he has a right to do – to get injunctions that became unenforceable on the Senate, was totally unnecessary. This is a House of fairness, justice and reason. You can see that even when Governor Samboja did not appear before the Committee, the Committee did not wear blinkers of bias, and said, “This is an arrogant governor who is not submitting to our jurisdiction or responding to what is before us.” The Committee looked at the record, perused through the evidence, scanned through the documents and found that the threshold of impeachment has not been reached. Therefore, Governor Samboja, you ... view
  • 24 Oct 2019 in Senate: Mr. Speaker, Sir, could you add me a minute? Some religious leaders and everybody came in, but he would hear nothing of it. That is not the way to go. The history of Embu, which is a precedent is this House, tells us that you can escape the dragon round one, and still encounter it in the second round, just like Governor Wambora realized, to the extent that he ran his full five-year term on an injunction. This House found twice that our good friend, Governor Wambora had violated the Constitution. The Constitution which he had sworn to defend, protect ... view
  • 22 Oct 2019 in Senate: Thank you, Mr. Speaker Sir, this Motion comes at a very timely period when the country is facing serious challenges in health. If you may recall, and I was discussing this with some colleagues, including the distinguished Senator for West Pokot, in those days there were people called Bora Afya, who were everywhere in the The electronic version of the Senate Hansard Report is for information purposesonly. • 22 Oct 2019 in Senate: villages. They were doing everything that doctors of today can do, including teaching people how to prevent diseases. Mr. Speaker, Sir, I remember when we were young, they used to cane parents for leaving pools of water in their compounds and, therefore, breeding mosquitoes to spread Malaria. Things used to work well. They used to teach families how to kill rodents. You remember the famous joke that if you are a white person, you are referred to as a rodent officer. If an African, you are called a rat catcher. Those people were always there doing all important work. What ... view
  • 22 Oct 2019 in Senate: given treated nets and not told how to use them. So, the nets are now the fishing gear, instead of being used for the purpose it was intended. During our time, we did not have treated nets, but the Bora Afya officers told us how to avoid mosquitoes. We were told that in the evening, we were to get dry cow dung and burn it on the cooking stove. That was enough to drive out mosquitoes from your house and you would sleep soundly. Today, we are told that someone has won a multibillion tender to supply nets. You are ... view
  • 22 Oct 2019 in Senate: I want to congratulate Sen. Nyamunga for bringing the Motion. I want to encourage that this is another milestone in moving towards affordable and cost-effective healthcare. Unlike what we are seeing where people just sit, connive and start ripping the country apart in the name of many things that we all know. view

  • 17 Oct 2019 in Senate: Thank you, Mr. Deputy Speaker, Sir. I support the request for the Statement. Luckily today, the Chairperson of the Committee on Agriculture, Livestock and Fisheries – the distinguished Senator for Embu County – is here. In answering those raised questions, the Chairperson and the Ministry should tell this House, because when you go to the western part of Kenya today, Siaya, Busia, Kakamega, and Bungoma have already harvested all the maize. Trans Nzoia and Uasin Gishu will be harvesting from the end of this month, up to the Pokot area. These are huge quantities of maize. To date, the National ... view
  • 17 Oct 2019 in Senate: Mr. Deputy Speaker, Sir, could the Chairman, when he brings the Statement, tell the House what happened to the revolving fund of the Cereals Board, where they sell subsidized farm inputs and stock the money for the next season? What is happening to farming in this country, given that the so-called Big Four Agenda includes food security as the pillar of the legacy that the current President wants to leave behind? I correctly heard him yesterday saying that the only legacy he wants to leave behind is a united Kenya, after realising that the Big Four Agenda is a mirage. view
