  • 12 Jun 2019 in Senate: Mr. Deputy Speaker, Sir, while it is not within my capacity to challenge any direction and ruling from the Chair, listening to the Petition, most of the allegations and prayers are on matters of financial probity and financial management. I thought that such a Petition would best be heard by the Committee on Finance and Budget other than the Committee on Devolution and Intergovernmental Relations because there are accountability and financial management issues. I seek your direction on whether the Committee on Devolution and Intergovernmental Relations is the right Committee to investigate this matter. view

  • 12 Jun 2019 in Senate: Mr. Deputy Speaker, Sir, I will not wade into the question as to whether the Deputy Speaker was bending, standing or sitting but I will talk about the communication between the Speaker and the Clerks-at-the Table. I sat in that seat in the Seventh Parliament. Traditionally, when the clerk goes to advise the Speaker, and they must do that all the time in any House in comparable jurisdictions, the Speaker remains seated. He only stands to communicate when the clerk has finished talking to him. I have never seen a situation where the clerk advises the Speaker when the Speaker ... view
  • 12 Jun 2019 in Senate: Mr. Deputy Speaker, Sir, that advice is directed to two offices; the Office of the Speaker and the Office of the Clerk. The Speaker cannot be out of order, so it is out of order for the clerks to walk to the Deputy Speaker when he is on his feet--- view
  • 11 Jun 2019 in Senate: On a point of order, Mr. Speaker, Sir. You are dead right in strict compliance with the Standing Orders. However, in practical terms, it is very difficult. There are certain issues and happenings that will be so important but may not fall within the framework of the Standing Orders as you read them. That is why you exercise your discretion under Standing Order No.1. If one of us was assaulted by goons at the gate while coming here five minutes to time and we will require to raise a statement on the Floor of the House for the protection of ... view
  • 4 Jun 2019 in Senate: Mr. Speaker, Sir, I join you and the rest of the House in welcoming the teachers and students from one of our top schools in Bungoma County, St. Mary’s Sosio Seconday School who are visiting the ‘upper’ House of Parliament, the Senate. view
  • 4 Jun 2019 in Senate: St. Mary's Sosio Secondary School is one of our leading secondary schools with a very strong Catholic background. It is a school known for discipline and being outstanding in sports, particularly football. It is a school that we are all proud of. Equally important, it is a school in your neighbourhood, Mr. Speaker, being my constituent as well. view
  • 4 Jun 2019 in Senate: I welcome the teachers and students and tell them that they have come to the premier House of Parliament where reason precedes everything. They have come to a House of reason where Members debate issues with sobriety, clarity and patriotism. We look forward to them learning and preparing themselves for leadership positions in future at the county and national level. I look forward to some of them succeeding me when I take my sunset from politics. At an appropriate time, I will come out there to meet you. Feel welcome and comfortable in the Senate where Bungoma County is represented ... view
  • 4 Jun 2019 in Senate: Mr. Speaker, Sir, as I rise to contribute to the Petition, I join you in welcoming students from Maasai Girls Secondary School in Narok County and encourage them to learn from whatever they can from this “Upper House.” The Senate is a House of reason and reference and a House of people who engage in serious debate as they will see this afternoon. Welcome and feel happy. view
