  • 19 Sep 2018 in Senate: Thank you Mr. Speaker. This petition reminds us, particularly Members who were in this House during the last Parliament like yourself, of the long protracted issues we have argued on this Floor on IDPs. The citizen from Kibera is speaking for many other displaced persons. I recall the Senator for Murang’a then telling us of IDPs who had been displaced from their businesses and not from their farms who have not been addressed, and in areas where people did not go to live in market centres, schools and churches, people described as integrated IDPs who were living with families of ... view

  • 18 Sep 2018 in Senate: Thank you, Mr. Speaker, Sir, for giving me an opportunity to add my voice to this rather bizarre and unfortunate incident. The Senator for Nairobi City County is right in bringing the issue to the Floor because Pumwani Maternity Hospital is the most famous maternity hospital in this country. There is no other hospital that delivers more children than Pumwani Maternity Hospital. In some clumsy attempt to explain what happened, I saw a statement from the management that appeared to indicate that out of about 126 children born, 12 had died. The electronic version of the Senate Hansard Report is ... view
  • 18 Sep 2018 in Senate: Thank you, Mr. Speaker, Sir. Approving this Report by the House is just a ritual. The national Government has successfully ensnared counties and set them up for failure completely. You will remember that two or three months ago, the Senator for Vihiga County made a Statement of this Floor about disbursement of funds to counties. I am in this Committee that is chaired by the distinguished colleague from Mandera County, who has done a good job. However, we are all looking very helpless because the national Government does not disburse funds to the counties. Under the Constitution and international law, ... view

  • 11 Sep 2018 in Senate: Thank you, Madam Temporary Speaker. I start by welcoming the distinguished Senators back to the House after a month’s recess. Thank you, for allowing me to make the following Statement on a matter of general topical concern under Standing Order 46(2). On 18th August, 2018, the sun set on a great son of Africa - Kofi Annan from Ghana - at the age of 80 years. He shall be remembered as the first Sub-Saharan Africa or black African to have ascended, through sheer hard work, the ranks of the United Nations (UN) system to the position of Secretary General. It ... view

  • 11 Sep 2018 in Senate: Allow me to mention that as Kenya’s Minister for Foreign Affairs then, I played a role under the direction of President Kibaki in getting the AU to send the eminent African persons led by Kofi Annan to our beloved country. His Excellency Deputy President William Ruto, Hon. Musalia Mudavadi, the late Hon. Mutula Kilonzo, Hon. (Dr.) Sally Kosgei, Hon. (Prof) Sam Ongeri, Hon. James Orengo, Hon. Martha Karua and yours truly constituted the Serena Team that negotiated the return to normalcy to our country. The Serena process led to the delivery of the new Constitution 2010 and other major reform ... view
  • 11 Sep 2018 in Senate: As I prepare to travel to Ghana tomorrow to attend the State Funeral of Secretary General Kofi Annan, I wish and believe that I speak for the Serena Team and the millions of Kenyans and I urge this House to record our respect and appreciation to this gallant son of Africa by rising to observe a moment of silence. May God rest his soul in eternal peace. Madam Temporary Speaker, I request for a minute of silence to be called by you. view
