  • 2 Mar 2017 in Senate: Madam Temporary Speaker, I wish they could let me go on and let the chips lie where they fall. view
  • 2 Mar 2017 in Senate: Madam Temporary Speaker, I know that I raised this matter on the Floor and the Speaker did not rule; he just brushed it off and ignored us. You were part of this House and saw it. You know that very well. I have documentary evidence that I can bring to this House tomorrow or any other day, to show that the two Senators cast votes that were invalid. The Bill was carried by a majority of one vote. I have no regrets or apologies about what I am saying, but allow me to proceed on the East African Legislative Assembly ... view
  • 2 Mar 2017 in Senate: Thank you, Madam Temporary Speaker. I stand advised. I hereby instruct Sen. Mutula Kilonzo Jnr. to draft a Motion and start processing it. I want to go to the substantive issue of EALA. view
  • 2 Mar 2017 in Senate: Madam Temporary Speaker, I never called the Speaker a fraud. I said the vote was a fraud, not the Speaker. I want to urge East Africa to move to the level of the European Union (EU). If we want EALA as a Parliament to be effective and representative, it is my humble view that, in future, we should not have National Parliaments as the Electoral College. We should have members of EALA being elected by the people of East Africa in special constituencies. If you go to Europe, the members of the European Parliament are elected by universal suffrage. Constituencies ... view
  • 21 Feb 2017 in Senate: Mr. Speaker, Sir, allow me to join you in welcoming the distinguished guests in your Gallery. I am delighted to note that among the delegation are my two good friends; Hon. Zitto Kabwe from Tanzania and Hon. Nandala-Mafabi from Uganda. Equally delightful is the fact that Parliamentarians have an interest in what the World Bank and the IMF do. I want to encourage them in their engagements to encourage the World Bank to upscale its activities in the Third World Countries and move away from endless studies and researches. By the time any projects come to fruition, they find the ... view
  • 21 Feb 2017 in Senate: On a point of order, Mr. Speaker, Sir. I think the Chair should give better clarity to this issue of personal conduct. If I stand here and say you are a smiling Speaker, is that your personal conduct? If I say that the distinguished Senator for Baringo is ever laughing, is that personal conduct? To me, referring to somebody as rogue does not amount to discussing the personal conduct of that person unless he goes on with overt acts that explains what he has said. In any event, as a long serving Member of the Kenyan Parliament, I want to ... view
  • 21 Feb 2017 in Senate: Mr. Speaker, Sir, I beg to second. For the record, Sen. (Dr.) Khalwale did not migrate from UDF to Ford-Kenya. UDF was dissolved and killed by a grouping called Jubilee. That is how Sen. (Dr.) Khalwale found himself in Ford-Kenya. If you look at the law and the Constitution, when such a murder of a political party is committed, the Members do not die with it. view
  • 21 Feb 2017 in Senate: Mr. Speaker, Sir, I want to second this Motion--- view
  • 21 Feb 2017 in Senate: Mr. Speaker, Sir, I will not go that route. This is because there are so many things that we can talk about including my distinguished colleague who has since adopted red shirts. view
