  • 13 Apr 2016 in Senate: Mr. Speaker, Sir, we had the very lengthy statement by the Chairman which sounded like the usual Jubilee statements of intent. With no intention of going further than that, can he tell us:- (1) When the Committee that is responsible for dealing with Public Private Partnerships (PPPs) was constituted and if it was, who are the members? (2) Whether it is true that it is, in fact, in almost all the intended PPPs apart from one or two, there are only two favoured companies; one called Century Investments and another one called Centum whose directors are well known and who ... view
  • 13 Apr 2016 in Senate: On a point of order, Mr. Speaker, Sir. Is the distinguished Senator for Mandera County in order to continue giving a spirited half-hearted defence of the company we mentioned when we want to know why he mentioned Centum Company in one project and did not mention the other companies involved? view
  • 13 Apr 2016 in Senate: Mr. Speaker, Sir, this matter is very fundamental. In the answer that the Chairman gave – and we cannot blame him because he was reading what has been written for him – he said that the regulations are yet to be put in place. We are talking of situations like the case of Machakos, for example, where the governor has been signing agreements and handing out land to people from Dubai; calling them PPPs. We also had situations where governors signed agreements for wind power and other things. It is the duty of this House, under the Constitution, to protect ... view

  • 30 Mar 2016 in Senate: Mr. Speaker, Sir, first, I congratulate the distinguished Senator for Turkana who is the national Chairman of my party. He presented that petition very eloquently. Turkana and Mandera, apart from Nairobi, receive the highest allocation of money from this Senate. Listening to the narrative in the petition and the details eloquently given by the distinguished Senator, it is obvious that the money of the people of Turkana is being taken astray. It is simply being stolen. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the ... view

  • 30 Mar 2016 in Senate: If you allow me I could have a two-some, so to speak. First, I congratulate the delegation from Baringo County for visiting the Senate. I have met many of them personally and I know them. I encourage them to learn as much as they can. Their governor was my classmate in High School. I hope he is not doing the things we hear about Turkana and other places. We encourage them to develop Baringo to a level we expect it to be. I welcome and ask them to feel comfortable in the Senate. I will soon be visiting Baringo to ... view

In the Statement the Chairperson should state:- (a) Whether the Cabinet Secretary in charge of the National Treasury is aware that the NBK is in a financial crisis and has reported a loss of Kshs120 billion. view
