  • 1 Dec 2015 in Senate: Mr. Temporary Speaker, Sir, when Hon. (Rtd.) Gen. Nkaissery was appointed, and before he was even vetted, the “Lower House” took a moment to allow Members to ventilate, either to congratulate or denounce the appointment. It will be quite in order to request you to give us a few minutes each to say something. view
  • 1 Dec 2015 in Senate: On a point of order, Mr. Temporary Chairman, Sir. I want to follow up on a point that I quietly canvassed at the Clerks’ Table and was subsequently raised by Sen. (Dr.) Khalwale. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 1 Dec 2015 in Senate: Mr. Temporary Chairman, Sir, Sen. Kisasa is purporting to vote for Sen. Madzayo, I saw her come to show you a text message. The Standing Orders and the Constitution do not anticipate or allow for a nomination of a Member of a Delegation to vote via a text message. It has to be in writing. Therefore, if there has been a vote on that basis, then it is invalid. Our position is that it has to be deleted so that we proceed with other matters. This may look like a simple matter now because we are not contesting it. However, ... view

  • 1 Dec 2015 in Senate: Thank you, Madam Temporary Speaker. I beg to second this Bill from the National Assembly. We may recall that this is one of the Bills that this House fought very hard for, including going to the Supreme Court for an advisory opinion that made it possible for it to come here. Initially, you may recall the Water Bill, the Mining Bill, the Forest Bill and many other Bills were slated to start and end at the National Assembly yet they are fundamentals that touch heavily on county governments and counties. Madam Temporary Speaker, I expect and I feel slightly disappointed ... view
  • 25 Nov 2015 in Senate: Mr. Speaker, Sir, I know I belong to the Committee on Finance, Commerce and Budget, but as a matter of principle, I cannot possibly issue a statement on behalf of the Government that I interrogate. view
  • 25 Nov 2015 in Senate: Mr. Speaker, Sir, when we apply Standing Order No.45(2)(c), the Senate Minority Leader will then be issuing a statement on behalf of the Rules and Business Committee (RBC) and not on behalf of the Government. It is RBC that designs the business of the House and the statement that comes is to inform the House, the business that comes the following week. So, that does not apply. However, it will definitely look odd and an anomaly for me as the leader of the opposition side, notwithstanding my membership to Committees --- I have even declined in Committees to chair the ... view
  • 25 Nov 2015 in Senate: Mr. Speaker, Sir, I rise, pursuant to Standing Order No.45, to seek for a statement from the Chairperson of the Committee on Finance, Commerce and Budget, concerning the purported decision by the Governor of the Central Bank of Kenya (CBK) to suspend the licensing of new commercial banks in the country. In the statement, the Chairperson should address the following:- (1) The economic, monetary and statutory reasons that necessitated the Governor of the CBK into taking such a drastic decision. (2) The provisions of the CBK Act that give the powers to the Governor to issue such a directive. (3) ... view
  • 25 Nov 2015 in Senate: We would have gone on recess. view
  • 25 Nov 2015 in Senate: Mr. Speaker, Sir, I had already clarified that this statement is on behalf of RBC which is not an arm of the Government. Hon. Senators, pursuant to the provisions --- view
