  • 28 May 2015 in Senate: Mr. Speaker, Sir, in fact, I brought this question to the Floor because of my superior knowledge in the matter and some things that I may not wish to say here. I did ask the distinguished Senator for Nandi, in execution of its mandate, whether there is any document, communication or evidence that the IEBC requested the Executive to assist it to set up these consulates, so that they can be polling centres. There is none. Mr. Speaker, Sir, you have done better than lawyers in this Chamber, by the way, and I dare say this. The point of contention ... view
  • 28 May 2015 in Senate: Mr. Speaker, Sir, before I respond, I want to truly thank the Chair for giving enough time to this issue because of its significance and importance to the future of this country. I want to say what I said earlier. This country nearly burnt up because of a bungled election. We are trying to forestall this by constantly reminding everybody, including the executive that we must and we owe this country a duty to do things right. We must avoid any issues, conduct or any behaviour that tend to indicate that we are interfering with the conduct of one of ... view
  • 28 May 2015 in Senate: Thank you, Mr. Speaker, Sir, for that clarity. Before I deal with that, let me tell the Senator for Nandi that in the entire afternoon I have been debating issues. I have been talking about the Constitution, the law and the inadequacy and his failed ability to answer a simple question that we brought The electronic version of the Senate Hansard Report is for information purposes only. • 28 May 2015 in Senate: Mr. Speaker, Sir, I take absolutely no responsibility for the young Senator’s inability to comprehend the English language. On the issue that you directed me --- view
  • 28 May 2015 in Senate: Mr. Speaker, Sir, I think if elections came again, we shall vote for you. I do not know if they will. view
  • 28 May 2015 in Senate: Standing Order 94(1) is very clear on being challenged to substantiate. The statement that I made from the Dispatch Box that elections were won fraudulently is my opinion. Unless the Chair is telling this House that Senators cannot hold opinions. We are entitled to our opinions.Somebody can stand up and say Sen. Billow is handsome and I can say he is the most horrendous looking character. That will be my opinion and I am entitled to it. From what I said, I did not disparage or cast aspersions on anybody. I simply said the Jubilee regime won elections fraudulently. That ... view
  • 27 May 2015 in Senate: Thank you, Mr. Speaker, Sir. I salute the three distinguished Senators that we sent to this mediation; Sen. Kagwe, Sen. Elachi and Sen. (Dr.) Khalwale. I can tell the House without any fear of contradiction that they stood the ground, negotiated without fear and they did not fear to negotiate. They did the very best for this House. True to the spirit of the Senate, they reported back to the parent Committee on Finance, Commerce and Budget the progress as they moved on. Mr. Speaker, Sir, we stand here this afternoon to assure Kenyans that this Senate will live to ... view
  • 27 May 2015 in Senate: Mr. Temporary Speaker, Sir, before I make my contribution, I want to urge the Chair to exercise its discretion under Standing Order No.30(2) to give us some limited extension of time so that we can ventilate on this matter. In fact, if we knew, we would have moved a Motion earlier to debate this matter fully because we must lay a foundation as to why we want to look into issues of Kenya Airways. view
  • 27 May 2015 in Senate: Mr. Temporary Speaker, Sir, I beg to support this Motion. I like the way the Motion is framed with the words; aware that, cognizant of, aware that, realizing that, further aware that, concerned that and now The electronic version of the Senate Hansard Report is for information purposes only. • 26 May 2015 in Senate: Mr. Speaker, Sir, that explanation from the distinguished Senator is mischievous, to say the least. He started by saying that the Chairman of the Committee is not here. He then went ahead to make unhelpful prepositions as to why the statement is not here. The absence of a Chairman of a Committee is no bar from business being transacted in this House. The Committee is not about a Chairman, but Members. Quite often, you will direct any Member present from the Committee to transact business.
