  • 31 Jul 2014 in National Assembly: Mr. Deputy Speaker, Sir, Standing Order No.103 is very clear:- “No Senator shall bring a firearm or any offensive weapon into the Chamber.” Mr. Deputy Speaker, Sir, you can take cognizance of what you have seen in other jurisdictions; fist fights in the Italian Parliament, Korean Parliament and, of late, in the Somali Parliament. We have also witnessed fights in some of our county assemblies, for example, Machakos County Assembly, where we saw chairs flying in all directions. In his own words, the distinguished Senator for Elgeyo-Marakwet has said that the offensive weapon he is using as a walking stick ... view
  • 31 Jul 2014 in National Assembly: Mr. Deputy Speaker, Sir, I beg to second. This is literally procedural; the RBC as the Committee that arranges our programme and our calendar agreed that we sit next week and extend the length of our recess by an extra one week, so that we can dispose of the workload that is ahead of us, including the proposed impeachment of the Deputy Governor of Machakos, the Allocation of Revenue Bill and one or two other Bills that are pending for purposes of Committee and voting. This being the case, I know that it may be disruptive to programmes that Senators ... view
  • 30 Jul 2014 in National Assembly: Mr. Deputy Speaker, Sir, the next statement relates to a solicitation by the distinguished Senator for Turkana County, Sen. Munyes. The follow up interventions and clarifications are likely to be narrowed to Turkana County although some may touch on other counties with similar challenges. Sen. Munyes is out of the country. I wish to request that the Chairperson holds the deliverance of the statement until he is back. Secondly, the urgency of this matter was such that it was meant to be dealt with the same day it was requested or a day after. We are trying to lock the ... view
  • 30 Jul 2014 in National Assembly: Not quite, Mr. Deputy Speaker, Sir. Maybe one limb of the statement is overtaken by events because the Senator informed the House that there was an impending attack. In fact, an attack did happen. The Speaker had directed the Chairperson of the Committee to communicate with the security agencies to forestall that attack. The attack having happened does not necessarily mean the insecurity threats in Turkana County have gone away. view
  • 30 Jul 2014 in National Assembly: Mr. Deputy Speaker, Sir, I was murmuring but since you heard me, I can say it loudly. When such meetings are called, it is the duty of the Clerk’s Office to notify all Senators. We never get to know what is going on. view
  • 23 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, I have been following this Statement as I was coming here and I am seeking a simple clarification. Towards the end of President Kibaki’s regime, we went to Konza Techno City site for him to launch the construction of the City. All the preparations, all the protocols, all the attendance and the speeches made were that this was done in Makueni County. The clips even from the PPS or from any respectful media house can show. In attendance were several of us who were Cabinet Ministers, the Vice-President then, the Chairman of Konza City, Mr. John ... view
  • 23 Jul 2014 in Senate: Yes, Mr. Deputy Speaker, Sir. I meant the distinguished Senator for Garissa County, Sen. Yusuf Haji and the distinguished Senator for Vihiga County, my younger brother, Sen. George Khaniri brought Motions here and the Chair disallowed them because of the lack of a commission. view
  • 23 Jul 2014 in Senate: On a point of order, Mr. Deputy Speaker, Sir. The President launching Konza Techno City is not a purport, it was an event that everybody knows and so we cannot call it a purport. A purport is something that never happened. He actually launched the City. The distinguished Senator for Vihiga, my very good younger brother is totally and grossly out of order in misrepresenting facts. view
  • 22 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, pursuant to Standing Order No. 45(2)(b), I wish to request for a Statement from the Chairperson of the Departmental Committee on Legal Affairs and Human Rights--- view
  • 22 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, before I make my request, could the Clerks-at-the-Table help me, because when I key in my Personal Identification Number (PIN), my gadget reads “Russian?” I do not know if it means Russian language or whatever it does. Could they check? view
