  • 26 Jun 2014 in Senate: On a point of order, Mr. Deputy Speaker, Sir. If my memory serves me right, the ruling from the Chair was from yourself. You did rule, when we were sitting in the ‘garage’ at the Kenyatta International Conference Centre (KICC) that every vote is an independent vote; it is treated on its own merit. There is nothing like a standing instruction or a standing proxy. The proxy must be relevant to each vote; that was your ruling and the HANSARD can be checked. I am not preventing anybody from voting; I am not even saying that Sen. Mugo does not ... view
  • 26 Jun 2014 in Senate: Mr. Deputy Speaker, Sir, we are the first Senate in a long time in this country after the first Senate was truncated within a year or two. It is good that we set a good precedence for the future. There will come a time when what looks like a casual vote can have far reaching ramifications on other issues. Article 123(4) (a), which Sen. (Prof.) Murkomen read, is very clear. I think you have made it more abundantly clear by reading the letter from Sen. Tiole Ndiema. What probably you, as the Chair, should help this House for now and ... view

  • 25 Jun 2014 in Senate: Thank you, Mr. Deputy Speaker, Sir. I laud Sen. Halima for bringing this Motion, which is in line with the aspirations and, in fact, mandatory provisions of the Constitution. • 25 Jun 2014 in Senate: Mr. Deputy Speaker, Sir, if you have watched Italians speak, they speak figuratively. That is what I was doing. I was speaking like an Italian, but Sen. Murkomen apprehended and thought that I was pointing at somebody. I was, in fact, making my point figuratively. view
  • 25 Jun 2014 in Senate: Mr. Deputy Speaker, Sir, if you will allow me to continue, I want this Senate, as the custodian, protector and defender of counties, to be encouraged that, in fact, part of what Sen. Halima is asking can actually be started at the county level. If we go and address our county assemblies, like I sometimes do, and encourage them to legislate also The electronic version of the Senate Hansard Report is for information purposes only. • 24 Jun 2014 in Senate: On a point of order, Mr. Deputy Speaker, Sir. • 24 Jun 2014 in Senate: Mr. Deputy Speaker, Sir, listening to Sen. Wako, one would think if he was reincarnated, he would be a footballer or an athlete other than a lawyer. Mr. Deputy Speaker, Sir, thank you for allowing me to move this Motion of Adjournment with a very heavy heart. Once again, we have witnessed a senseless murder of Kenyans in huge numbers. I am talking about what happened in Wajir over the weekend where we get from press reports that 20 innocent lives were lost in a senseless and avoidable attack between two clans. As I speak, news coming in is that ... view
