  • 19 Jun 2013 in Senate: Mr. Speaker, Sir, thank you for according me the privilege to second Sen. Musila’s Motion. I will start where Sen. (Dr.) Khalwale ended. To rest his anxiety, the Motion does not obligate every county to put a budget line towards this venture. It only urges them to do so. Secondly, it does not even say that we should take a certain percentage of the budget to put to the telephony. Thirdly, county governments can actually make a contribution by just providing sites for erecting masts that will make it easier for the telephone companies to put up facilities to assist ... view
  • 19 Jun 2013 in Senate: Madam Temporary Speaker, I congratulate Sen. Nobwola for bringing this Motion. I hope that upon its passage, either herself or the relevant Committee can move on to draft the relevant legislation. I do not believe that we can pass it and leave it to the Government to bring the Bill. I also want to congratulate the Senate. I think all of you Senators have conducted yourself in utmost dignity and decorum in the politics of this country. Whatever we try to do here Kenyans are watching, appreciating and can see that in your able hands, there is some future. Madam ... view
  • 19 Jun 2013 in Senate: Madam Temporary Speaker, you have rightly observed that it was not a point of order. I am just giving examples of how we mismatch our programmes. Look at a country like Thailand. They came up with a policy called “one village, one product” so that each village cuts out a niche product for the market. Thailand has made tremendous progress. Look at a country like Vietnam. Vietnam was nearly bombed to extinction by Americans in the 1960s but in the last 15 years, Vietnam has been recording 20 per cent to 30 per cent economic growth with a population of ... view
  • 19 Jun 2013 in Senate: Mr. Speaker, Sir, in fact, I was going to make that correction myself because I know that it is Orange that has Government connection. That is the former Telkom (K). Even if the Orange group have substantial shares in Telkom (K), the infrastructure of post offices are still all over. If you go to Lodwar, you will find a post office building. When you go to Mandera, Bungoma or Siaya, you will find them there. These can be a bedrock and foundation of part of this infrastructure. In fact, this Senate should start thinking of a legislation that takes some ... view
  • 19 Jun 2013 in Senate: First, he has not challenged me to substantiate; secondly I quoted Forbes Magazine which is a respected international magazine that published statistics showing the richest man in Africa is Kenyan and I said “probably” the poorest person in Africa is also Kenyan. That does not need any statistics. This is an opinion and I am entitled to it. My learned junior should know that. Madam Temporary Speaker, giving credit to young people in this country must be accompanied by very clear programmes. The only problem in this country is that the average Kenyan does not believe that the right to ... view
  • 19 Jun 2013 in Senate: On a point of order, Mr. Speaker, Sir. Is it in order for hon. Dr. Boni Khalwale whose only business beyond being a Senator that we know of is bull fighting, to stand here and say what he has said about me? view
  • 18 Jun 2013 in Senate: Mr. Speaker, Sir, let me laud Senator (Dr.) Machage for his positive thinking and for bringing this very important Motion. If you watched television yesterday and the previous day, you must have seen some families in Baringo who can only see during the night due to health difficulties. It is instructive to know that the second President of this country, for twenty four years, came from Baringo. That does not seem to have helped. Senator (Dr.) Machage wants – which I support – Level 5 hospitals established in each county. I am not sure about Level 4 in each sub-county ... view
  • 18 Jun 2013 in Senate: On a point of order, Mr. Speaker, Sir. Is my learned junior in order to arrogate himself powers that he does not have, in making a contribution that appears to send messages of implied censorship of Members’ speeches? view
  • 18 Jun 2013 in Senate: Point of information, Mr. Speaker, Sir. view
  • 18 Jun 2013 in Senate: Mr. Speaker, Sir, may I inform my learned friend that, in fact, the African Union (AU) has taken a position on this and has given an advisory resolution that every African country should do its level best to make sure that 15 per cent of its gross national budget goes to health. view
