  • 30 Apr 2013 in Senate: Mr. Speaker, Sir, this is a learning process and we should ask the Clerk to avoid repeating this in future. If the second one-page Order Paper was supposed to be supplementary, it should have been headed so because there was an earlier Order Paper. I believe this is a supplementary Order Paper that was circulated without being headed as such. More importantly; unless it escapes my mind, with regard to the Standing Orders, my long experience in Parliament, a Motion whose notice has not been given has never appeared in the Order Paper. This is because a Member gives Notice ... view
  • 30 Apr 2013 in Senate: Mr. Speaker, Sir, I beg to second this Motion. Mr. Speaker, Sir, on the second limb of the Motion, on the elections of Chairpersons of Committees, I will say very little. Hon. Senators know that we have several Committees with overlapping memberships. • 24 Apr 2013 in Senate: Mr. Speaker, Sir, I beg to second this Procedural Motion. We are all aware that business on Wednesday morning is designated in the manner set out in the Motion. But in doing so, I want to urge that the Rules and Business Committee which you chair moves quickly to adjust our Standing Orders. This is because if you read this Motion carefully, and the provisions of Standing Order No.39(3), you realize that on Wednesdays we might never have business. • 24 Apr 2013 in Senate: You are right, Mr. Speaker, Sir. But if the day is set aside for hon. Senators, other than those designated, we need to recast it, so that it gives full meaning to what we intend to do under this Standing Order. Mr. Speaker, Sir, I beg to second the Motion. view

  • 23 Apr 2013 in Senate: Mr. Speaker, Sir, thank you for that very wise ruling. For avoidance of doubt, my very good friend, the Senator for Nyeri, should know that Lamu, where a Jubilee Senator comes from, there is not an inch of tarmac 50 years after Independence. • 23 Apr 2013 in Senate: Mr. Speaker, Sir, unfortunately, facts remain facts. Let me go on. Mr. Speaker, Sir, one other area that is completely devoid of policy is the lack of commitment--- view
  • 23 Apr 2013 in Senate: Thank you, Mr. Speaker, Sir. I will also advise Sen. Sonko for free that the CDF is not an individual fund, but a public fund from taxpayers. Mr. Speaker, Sir, I was saying that one other omission from this Speech is what the Government intends to do with the heavy investment that we have done in peace initiatives in the region. We sent our Forces to Somalia to stabilize that troubled country. I would want a clear vision and policy on how to reap the peace dividends from Somalia. It is completely lacking in this Speech. • 23 Apr 2013 in Senate: Mr. Speaker, Sir, the other thing that is lacking in this Policy Statement is the agrarian reform that is required in this country. If you look at the breadbaskets of this country, that is, Trans Nzoia, Uasin Gishu, Nandi, Bungoma, Trans Mara, Narok and so on, there is a serious undermining of agricultural land through reckless subdivisions and human settlement. I expected, for a country that is so heavily depended on agriculture, the President to commit himself to agrarian reforms. You cannot just make statements; that there will be land reforms. We want clear agrarian reforms, so that--- view
