  • 28 Jun 2012 in National Assembly: Madam Temporary Deputy Chairlady, I want to recollect how I heard the proceedings go. When we finished with the previous amendment on The Statute (Miscellaneous Amendment) Bill you announced that instead of the Minister seeking to report, you will move to the next Committee. We were conversing very loudly so many hon. Members may not have heard but you said that. I also want to put it on record that I was sitting here and at no time did I hear the Minister for Finance inform you or the House that there are no amendments. I did not hear that. ... view
  • 28 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, I have been sitting here quietly listening. I have gone through this before. I want to urge the Committee that there is no position to defend. You have placed a report on the Table. Allow us to debate it. Because when you look as if it is adversorial; something is on trial and you are defending a position it dilutes the debate. I want to urge the Chairman and his team to let a man against whom you have made very serious allegations to argue his case. I was denied that opportunity. Please do not deny ... view
  • 28 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, although I am anxious to speak, truly, if you look at what is going on in the House, nobody, apart from the chairman, has strongly and whole heartedly defended this Report. Secondly, the chairman has, in a fit of anger, stormed out of the House. So we urge the Chair, with the greatest humility, to call upon the Mover or any Member of the Committee to reply, so that we vote on the Report. It is a Report that is very clearly convoluted in both content and conclusion. view
  • 28 Jun 2012 in National Assembly: Where is the Mover? Is there any Member of the Health Committee? Proceed, Dr. Eseli. view
  • 27 Jun 2012 in National Assembly: Mr. Speaker, Sir, I do not think you seriously want me to make a comment on that. Be that as it may--- view
  • 27 Jun 2012 in National Assembly: Thank you, Mr. Speaker, Sir. The country has a Prime Minister and two Deputy Prime Ministers. The arrangement of work between the Prime Minister and his deputies is constitutionally entirely within his purview and as a Minister, I have no role and indeed, other Ministers, in how the Prime Minister assigns assignments and roles to his deputies. I also invite the Chair and the House to take judicial notice of the political happenings in the country and understand what is going on. view
  • 27 Jun 2012 in National Assembly: Yes, Mr. Speaker, Sir. view
  • 27 Jun 2012 in National Assembly: Thank you, Mr. Speaker, Sir. Hon. Balala wants to know if the positions of Deputy Prime Ministers have been scrapped. No, they have not. They can only be scrapped by this Parliament and as far as I know, Parliament constitutionally has not done such a thing. Hon. Odhiambo-Mabona asked whether they are getting the perks as Deputy Prime Ministers. I have not had the privilege of looking at their pay slips but I know that they are still Deputy Prime Ministers. I can also inform Parliament that the two Deputy Prime Ministers attend Cabinet meetings in that capacity and, therefore, ... view
  • 27 Jun 2012 in National Assembly: Mr. Speaker, Sir, as to how the Prime Minister and his deputies discharge their duties on the Floor of the House by way of assignments, I want to respectfully submit that you do not to go to John the Baptist when Jesus is there. The Prime Minister himself is here and he can be able to shed light on that. view
  • 27 Jun 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. Is my very good friend, the hon. Member for Makadara, in order to say that we passed the degree law at night, when we passed it on Thursday morning at 9.00 a.m.? view
