  • 21 Oct 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I do not want to interrupt the Chairman. Indeed, I wrote to KACC to invite them to investigate this matter. However, at no time did I know when and how the Committee was preparing a Report. So, I had no idea that the Committee was preparing a Report. However, more importantly, is the hon. Member in order to impute an improper motive on me by indicating that I wrote because I knew what was coming, yet I also have a lot to say? I would want to urge my Chairman to be ... view
  • 21 Oct 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the hon. Member in order to impute improper motive on me? There is no substantive Motion before this House to discuss my person, my conduct and my character. The reports he is mentioning were all dealt with and all those matters that he is saying were put to rest. This is not right. We are debating a Report of a Ministry and not the Minister for Foreign Affairs. We have to be objective and not subjective. Unless there is a substantive Motion, because those points that he is mentioning have to ... view
  • 14 Oct 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. As you may notice, my Ministry is the respondent in this Motion. The documents that form part of the report and the report were laid on the Floor of this House on Tuesday, namely, the day before yesterday. Yesterday, I tried to get the report, view
  • 14 Oct 2010 in National Assembly: so that I could look at it, but I was not able to. I got the report this morning at 9.30 a.m. as I was leaving my office to go to a Cabinet meeting, which I am also constitutionally obligated to attend. view
  • 14 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, when I left my office, I had an Order Paper that did not reflect the business of today to include this Motion, to the extent that I was not able to even address my mind to the matter. When I walked into the House, I found the hon. Member for Yatta raising issues about two Order Papers. That is when I learnt that the matter is available for debate this afternoon. I seek an adjournment of this debate because it is a very weighty matter. If you have seen extracts that have been carried in the ... view
  • 14 Oct 2010 in National Assembly: I have, as the Minister responsible, appeared before the Committee several times. I have also taken steps to invite the Kenya Anti-Corruption Commission (KACC) to look into the matter. view
  • 14 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, I am on a point of order. I urge the House that even as we have the report debated, it would be a good thing not to be driven by any emotions but to look at the facts as they are. It should have the benefit of this--- view
  • 14 Oct 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I am not moving for the adjournment of a debate that has not started, but I am moving that the Chair and the House to stay the proceedings of the Order as read out by the Chair and the Clerk. This is different because if the debate had started, I would move that debate be now adjourned to another date. However, I am moving that the Order that you have read even before it is moved that it is premature, I am not ready and I need to be ready. As ... view
  • 14 Oct 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I did not move the House and the Chair under Standing Order No. 25. Indeed, if I wanted to move the House under Standing Order No. 25, I would have said so. I am fully aware that I am not trying to adjourn an ongoing debate, because there is no debate going on. view
  • 14 Oct 2010 in National Assembly: Mr. Deputy Speaker, Sir, in its wisdom, this House crafted Standing Order No. 1 that gives the Chair the latitude to make rulings on matters that are not anticipated in the Standing Orders. I did say and I beseech you to rule on this or to put the matter to the House to decide. I did say that I was contesting the Order as read out before even view
