  • 16 Dec 2008 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir. I will be equally brief. It is very exciting and refreshing to see that we have collectively come to a consensus to move this country to the next level of reforms. If you may recall, I was one of those who resisted attempts to flush out the Electoral Commission of Kenya (ECK) in the manner that many Kenyans wanted. I did so, for the simple reason that I wanted us to follow the law. I wanted us to follow the Constitution. I wanted us to be orderly in the manner in which ... view
  • 16 Dec 2008 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I would like to support the argument by the Attorney-General. Assuming the amendment makes sense, it does not go far enough. What happens if an accused person is unable to pay those costs? This is not provided for. Mr. Temporary Deputy Chairman, Sir, in criminal cases, at least up to 90 per cent of accused persons are gravely disadvantaged in terms of resources and other things. We should not create any situation where people are forced to pay for justice in criminal proceedings. I agree with the Attorney-General and oppose the amendment. If a direction ... view
  • 27 Nov 2008 in National Assembly: Thank you, Mr. Speaker, Sir. I have two short Ministerial Statements that were requested by the hon. Member for Yatta, hon. C. Kilonzo. Mr. Speaker, Sir, in the first one, hon. C. Kilonzo wanted to know the circumstances under which a Member of Parliament from the Somali Transitional National Assembly was arrested at the airport. There was a meeting convened by the Inter-Governmental Authority on Development (IGAD) at Summit level in Nairobi on 27th, 28th and 29th of October, 2008. Among the invitees were Members of Parliament from the Somali Transitional National Assembly. One Member by the name Abdi Ahmed ... view
  • 27 Nov 2008 in National Assembly: Mr. Speaker, Sir, Mr. C. Kilonzo also wanted to know the circumstances surrounding the presence of Somalia hon. Members in Kenya. As I had said in the first Statement, at this IGAD Summit, members of the Somalia Transitional Federal Parliament were invited to come and join the region in trying to find a way of helping the failed state of Somalia to find a way forward in resolving the endless disputes and conflicts in that country. Two hundred and seventy eight hon. Members of the Parliament came to Kenya with the assistance of the European Union (EU), which paid their ... view
  • 27 Nov 2008 in National Assembly: Mr. Speaker, Sir, on the issue of funds which was raised by Mr. Konchella, the continuing stay of Somali hon. Members in Kenya has nothing to do with funds. Indeed, they are staying in hotels, and I have no doubt they are paying. But what we have said is that there is a real danger of the vacuum they have left back in their country, because there they are a very critical institution; they must go back and do their work. Kenya will continue under humanitarian law, to which we are a signatory, to host some needy cases of refugees ... view
  • 26 Nov 2008 in National Assembly: Mr. Speaker, Sir, I was walking to the microphone to address you and the House. view
  • 26 Nov 2008 in National Assembly: Mr. Speaker, Sir, we can do that next week on Tuesday. view
  • 26 Nov 2008 in National Assembly: Mr. Speaker, Sir, I will communicate with the relevant Ministry to see if the Statement can be given early next week. view
  • 26 Nov 2008 in National Assembly: Mr. Speaker, Sir, either Tuesday or Wednesday. view
  • 26 Nov 2008 in National Assembly: Mr. Speaker, Sir, I believe that the Waki Report is on its way to Parliament if the precedence on the Kriegler Report is anything to go by. I believe that the Report will pass through the Cabinet and then it will be laid on the Table. I believe that it is likely to be before the Cabinet either this or next week. view
