  • 13 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, with those many remarks, I beg to second this important Sessional Paper. view
  • 13 Jul 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Did you notice that when you were on your feet addressing the House, Mr. Kimeto and Mr. Moi were also standing and attempting to speak? view
  • 6 Jul 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, without necessarily opening debate, I want to support the Assistant Minister in opposing the amendment. If you look at the intention of the Bill, it is to create and an Authority that will monitor, regulate and co-ordinate activities in the maritime industry. Mr. Temporary Deputy Chairman, Sir, the Kenya Navy carries out activities in maritime areas. It cannot then go and sit on the Board to regulate and monitor itself. The same thing applies to the Fisheries Department. NEMA is an overall watchdog and regulator of the environment in the country. It cannot sit in ... view
  • 6 Jul 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Chairman, Sir. We do not want to be held hostage on these proposed amendments. If those who propose them do not move them, then you should leave them out and we move on! view
  • 6 Jul 2006 in National Assembly: We did not deal with (b). view
  • 6 Jul 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I am rich at heart but poor in material terms. I wish to second this important Sessional Paper. The duty and the role of the Government is to regulate and lay down a framework, legal, administrative and in any other way, for the orderly running of the affairs of State and affairs within the State. Mr. Deputy Speaker, Sir, there is no doubt whatsoever that NGOs have played and continue to play a very critical role in the development of the socio-economic and political activities of this country. Equally, NGOs elsewhere have had opportunities ... view
  • 5 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, thank you for giving me an opportunity to contribute to this important Motion, for which I congratulate the Mover. Micro-finance is the only tested and proven avenue for eradication of poverty in developing countries. Asian countries have gone this route, and I do not see why we should not do the same. I want to urge this House to pass this Motion quickly, so that hon. Oloo-Aringo can bring a Bill here soon. As Parliamentarians, we should make a decision to move the money meant for our youth from the Ministry of State for Youth Affairs ... view
  • 5 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, I rise to second the Bill. As the Minister has rightly said, this is a short, straightforward, yet very important Bill. No country can develop coherently until and unless it has its statistics in order. The statistics should be correctly gathered and reflect actual facts so that it can guide the allocation of various activities of Government. Indeed, we already have the CBS which has been functioning. The Bill intends to revamp, re-energise and re-engineer the work and activities of the Board. view
  • 5 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, the Bill seeks to establish a Board that will be responsible for the day-to-day management and running of matters of statistics. This is important. I hope that when this Board is set up, it will open active and functional branches all over the country so that our statistics are updated literally on a daily, weekly, monthly and annual basis. Statistics on birth, death, poverty and wealth indexes can be updated and upgraded all over the country if the Board has offices everywhere. I just want to point out to the Minister that Clause 8(2) needs to ... view
  • 5 Jul 2006 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir. The importance of this Bill cannot be over-emphasised. You must have read in books, newspapers or seen on films about an organisation prevalent in the United States of America (USA) and Italy called Cosa Nostra . It is commonly called the "Mafia". That organisation deals in organised crime and money laundering. They were very notorious for boot- legging in the prohibition years. They also deal in drugs. Mr. Temporary Deputy Speaker, Sir, whenever a "don" - that is what they are called - is arrested and prosecuted, witnesses and their whole ... view
