Speaker of the National Assembly in the 13th Parliament.
He was the Bungoma Senator (2013 - 2022; Leader of Minority in the Senate (2013 - 2017)
By virtue of his position as co-principal in NASA he was retained as Minority Leader in the 12th Parliament but later replaced by his Siaya counterpart after 19 senators who attended Nasa's Parliamentary Group meeting at Parliament Buildings in Nairobi unanimously voted to replace him with Senator James Orengo on 15th March, 2018.

We all agreed that the Senate was just, fair, reasonable and the governor got his fair day before the Senate. That is what it should be. If this House lives to its billing, it matters not which avenue we take, whether Committee or plenary. It matters not who sits in that Committee. Of late, we have had inventions of descriptions of Members of the Committee whose duty is to sit, yawn and vote while few do the work. I urge Members, like Sen. Orengo has said, in the event you are in a Committee, if you feel that you cannot ...

Mr. Speaker, Sir, we should not take that route. We want to have a fair process. I have never sat in a Committee, but have seen justice and fairness done through the Committee system and Plenary. Each Senator here has a decision to make and you will vote. Vote with your conscience. This is not a trial of the Governor of Wajir County by the people of Wajir County. This is the trial of the Governor of Wajir County for transgressing the law and alleged misconduct, by the people of Kenya represented by all of you here. The electronic version ...

The Senators who come from Wajir County may have a special interest. However, the Senators for West Pokot, Kiambu, Garissa and Makueni all have a proprietary interest in the protection of the use of resources of this country. If the governor of any of our counties comes here, we must all behave like nationalists or patriots, as Sen. Orengo said. We should all agree that a shilling stolen in Bungoma is a shilling stolen in Nairobi City County, Mombasa County, Lamu County and so on. Mr. Speaker, Sir, if the House was to agree to save time, we do not ...

Charles Dickens said ‘a coward will always whistle in the dark hoping to scare away invisible enemies and ghosts. The distinguished Senator for Kiambu, a great friend of mine, knows very well that the inequality that we keep crying about is real. I brought a question to this House and it is still pending before the Committee on Agriculture, Livestock and Fisheries. When the Senator for Kiambu stood up and attempted to dispute the facts, he fell flat on his face. Kshs3.6 billion Cherry Fund from the World Bank was given to one region of the country to revive coffee, ...

Mr. Speaker, Sir, we should not let facts be swept under the carpet. The distinguished Senator for Nyeri County, the tycoon, and that of Kiambu are contradicting the President of the Republic of Kenya whom they profess to support. This is because the President of the Republic of Kenya whom we support, sat down with the leader of ODM and among the many things they listed for BBI, was that there was marginalization, unequal development and opportunities to Kenyans and many other historical wrongs that we need to change. When we live a lie and in denial, we will not ...

Mr. Speaker, Sir, it is good to move with precision and clarity. Sen. Wambua’s request is well founded. You should give direction. Many of us who support this Bill have voiced concerns about certain issues in the Bill that can create problems. I cannot see the Senate Majority Leader or the Senate Minority Leader, but their offices are represented here. As we move towards the end of this debate, I want to respectfully submit to this House that a process of legislation, particularly on a Constitution, is supposed to solve problems and not to create problems. Sen. Wamatangi sits here ...

I am being gratuitous to Sen. Wamatangi and the others. Someone will walk to court and say that, ‘Sen. Linturi has been appointed as a Cabinet Secretary, but he has not been vetted in accordance with Article 132 of the ...
