  • 13 Jun 2006 in National Assembly: Thank you very much, Mr. Speaker, Sir. First, I will address the matters raised by Mr. Muite. The terms of engagement for the task force, whose membership includes my Permanent Secretary (PS), the Solicitor-General and the Investments Secretary, is to look at all aspects culminating in the collapse of Uchumi Supermarkets Limited. Any hon. Member with suggestions on issues to be looked at is welcome to present such to my Permanent Secretary. I want to assure the House that the issues that I have personally been interested in include the movement of the stocks of Uchumi Supermarkets Limited within 48 ... view
  • 13 Jun 2006 in National Assembly: Mr. Speaker, Sir, I totally concur with Prof. Anyang'-Nyong'o that the development of capital markets requires that certain predictable decency is seen in the Capital Markets Authority and the Nairobi Stock Exchange in registered brokerage firms. Indeed, part of their initiative is coming from beyond ourselves. The Institute of Certified Public Accountants of Kenya is trying to find out on what basis PricewatehouseCoopers, as the issues adviser, recommended to the Kenyan investors about the nature of the share issue when it came out in October last year. This is a correct step to be taken. I hope that different agencies ... view
  • 13 Jun 2006 in National Assembly: Mr. Speaker, Sir, one of the biggest challenges that we face as a country, as we attempt to democratise, is to fight the culture of impunity. What was said of scandals in the past is as true of this one as of any other scandal. We are dealing with influence peddlers and informal Government, which fly in the face of rational Government. This debate is not about scoring points between the Government and the Opposition. It is about Kenya fighting for formal Government against informal Government. Mr. Speaker, Sir, on the evening of Thursday last week, I arrived at the ... view
  • 4 May 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Did you hear something called the "Sexual Bill" or I heard it wrong? view
  • 4 May 2006 in National Assembly: Ahsante sana, Bw. Nimemsikiliza rafiki wangu, Bw. Sirma--- view

  • 4 May 2006 in National Assembly: Nilikuwa nasema kwamba katika desturi za kidemokrasia, watu huwasiliana na kusema sababu za kubadilisha Hoja. Nimemsikiliza Bw. Hatufai kurudi ... view
  • 4 May 2006 in National Assembly: Bw. Naibu Spika wa Muda, sikusema tunakuja hapa Bungeni kutukanana. Nilisema tuna mazoea, tukija hapa kujadiliana, wakati mwingi tunatukanana. Nimesema mazoea yetu mabaya yatarejea tukirudi hapa Bungeni. Bw.
  • 25 Apr 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me a chance to contribute to this debate. In my contribution, I intend to say that I am satisfied that this House has persons who can take the challenges that floor us down on our responsibilities and, in fact, rise beyond partisan rivalries and competition and do what is right. That is exactly what we are going to do today. I will also attempt to say a few things about what I think is the rationale of the Supplementary Estimates and the reallocation of public resources. Lastly, I will attempt to make ... view
  • 25 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, I will come to that presently. I will address some of the issues you have raised even with reference to irrelevant facts. But let me go on--- view
