  • 26 Jul 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I start by thanking hon. Members for the generous support and kind words that have been said about us. The only hon. Member who has said he does not support this debate spoke on an issue that I wanted to respond to. I wish hon. Anyang'-Nyong'o was here; I would have answered him on every issue that he raised. view
  • 26 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, I will answer some of the issues. 2406 PARLIAMENTARY DEBATES July 26, 2006 While I have received very generous statements of solidarity and approval from hon. Members, I think it is only fair that I bring out to the attention of the House that much of the good work we are doing at the Ministry is team work. I may be the public face of the Ministry, but there are many competent officers who are unsung heroes. I may be the public face of Uchumi turn- around, but there are many officers who spent sleepless nights ... view
  • 26 Jul 2006 in National Assembly: Maybe, I can also tell him that I might not be the Minister for Trade and Industry at that time, but I could be part of the Government that will be implementing it even after the next general elections. Mr. Deputy Speaker, Sir, I want to say something about the East African Community (EAC) and Common Market for Eastern and Southern Africa (COMESA) generally. A Ministry of Trade and Industry negotiates market access. We open doors, but if there are no Kenyan entrepreneurs to walk through those doors, they will come from India and walk through those doors. They will ... view
  • 26 Jul 2006 in National Assembly: I would be glad that my officers, who are professionals from Business Training Institute (BTI), Kenya Industrial Training Institute (KITI), the Department of Internal Trade, Kenya Industrial Estates (KIE) and ICDC are available to help nurture entrepreneurship. However, the constraints of resources within our Ministry do not allow them to do what they are intellectually capable of. Why can hon. Members not use some of the resources under the Constituency Development Fund (CDF) to host workshops on enterprise July 26, 2006 PARLIAMENTARY DEBATES 2409 development in their areas? Why can they not use some of those resources to start building ... view

  • 26 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, on the outset I would like to say that I share the sentiments expressed by hon. Members about the deficit in the quality of consumer protection and consumer awareness in this country. I also share their concerns on the potential of adulterated products getting into the market, and the fact that something should be done about it. In my response, I wish to say that the spirit of the Motion is right but its recommendations are wrong. I say the spirit is right because the growth of a liberalised market place enhances the movement of ... view

  • 26 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, ask hon. Sungu to listen to what I said. I uphold the right of hon. Members under the law and our Standing Orders to bring Motions and work towards the creation of Bills and enactment of laws. But, as I said, the principle is that to the extent that the Government is undertaking work of similar nature, and that the Government is willing to invite an hon. Member to work with the Government agency that is working on a similar matter, there is no point in duplication of effort. So, the onus is on me ... view
