Mr. Temporary Deputy Speaker, Sir, the Attorney-General knows the importance of registering companies. What he is saying is not true. When you register a company, you have to search the name. It takes a lot of money and one even needs to re-search to preserve a name. The Attorney-General should not just say that the Registrar can act and ask the second company to change its name. On a point of order, Mr. Speaker, Sir. The Assistant Minister did not answer 4114 PARLIAMENTARY DEBATES December 5, 2006 part "b" of this Question. This is because he is blaming the directors and other people for the court cases. The properties of the KFA, as we speak now, are about to be sold. Valuation has been done on some of those properties. Part "b) of the Question asks:- "If the answer to "a" above is in the affirmative, what steps is the Minister taking to stop the assets from being auctioned?" Mr. Deputy Speaker, Sir, the answer the Assistant Minister is giving is not a serious one. This is a very serious issue. Our tourism industry, especially within the Central Rift depends on Lake Nakuru and Lake Elementaita. The Assistant Minister is talking about 4076 PARLIAMENTARY DEBATES November 30, 2006 gazettement of the schemes, most of which are in my constituency. Mr. Deputy Speaker, Sir, the growing of potatoes is the mainstay of a lot of people in Rift Valley Province and some parts of Central Province. I asked a similar Question in 2003 and the Minister said that part of the reason why the factory had not been revived was because much of the land that belongs to ADC had been grabbed and, they were, therefore, not able to revive the Molo Potato Cooling Plant. Mr. Deputy Speaker, Sir, the Minister did not answer my first question. Could the Minister tell us how much money the Government has invested in the factory so that he can say that they are reviving it? Secondly, is the Minister satisfied that the Kshs4 million is enough to revive this factory considering the fact that much of the land that was supposed to be used for this purpose was grabbed? Thirdly, could he tell us the location of the 800 acres of land that he says the Government has bought and what is its title deed number?

Mr. Deputy Speaker, Sir, you have heard the Assistant Minister say that they have written to the Registrar of Companies. This Question is already before the House. Why should the Government write to another arm of the Government? What is so difficult with the Assistant Minister confirming with his colleague as to the status of this company so that when he answers this Question, it is comprehensively answered?
