It is the first time we are hearing that there was another legal opinion, which was sought with the Attorney-General. He gave an opinion that there was no legal basis for payment of this honorarium or the pensions to these councillors. That was in 2023. Therefore, from the time this matter was canvassed up to the 2023 – the legal issue that the Attorney-General raised - we do not know what happened and who is this trying to frustrate the councillors. Mr. Speaker, Sir, I have fully stated my stand that it is the first time this matter of legal opinion is being raised here. Even the chairperson of former councillors is not aware of the legal opinion given by the Attorney-General. I do not know who sneaks these opinions so that these people do not get their money. This country is shaming itself. These are former leaders who really need support; they do not have even money to pay for SHA. I met some of them in Meru and they are very old wazees . They do not even have Kshs300 to pay for SHA. There is a group somewhere, which is frustrating them so that they cannot pay Kshs200,000 per councillor, for those who served for less than three terms.
