With regard to the Kisii Municipal Council that the Member has talked about, I want to re-assure the House that we have sent a special team to look at it because we have also been informed that there have been very many irregularities that relate to the council. He waited for the council to be dissolved and then he went on a rampage to employ people on his own volition. It is really unfortunate, but I would like to state that a number of these employees, who had been irregularly recruited, have gone to court and that matter is the subject of a court process. One of the issues that we are insisting on is that really, we must have a staff rationalization programme. Just like we did for Kisumu, we will have to send a staff rationalization team to the Thika Municipal Council, so that we can evaluate the crisis that is there. As the evidence unravels even more, more stringent measures can be taken against any individual officer who will be seen to have deliberately flouted the rules. So, suspension is not necessarily the only measure that can be taken. view

The key objective of the KKV was to employ between 200,000 to 300,000 young Kenyans who were at risk of hunger and starvation in the rural and urban areas. According to the World Bank KKV I made good progress in employment creation with actual employment achieving 112 per cent of the planned target. Initial plans targeted a total of 232,911 but by mid September, 2009, a total of 296,080 youths had been employed under the programme. This was achieved under tight budgetary constraints which occasioned delays in disbursement of funds. It will target 16,000 youth in the 15 – 29 age bracket. This component will be initiated in Nairobi and Mombasa before being extended to rural areas.
