  • 22 Jul 2010 in National Assembly: Mr. Speaker, Sir, in seconding this Motion, I just want to make one very important point. It should be known by the Kenyan Public that the Akiwumi Report was very specific that hon. Members will pay tax. At the same time, hon. Members here are agreed that taxes will have to be paid so that the accusation that hon. Members get the benefit of not paying taxes on their allowances can be put to rest once and for all. I am saying this because the notion that has really been peddled is that Members of Parliament want to avoid the ... view
  • 22 Jul 2010 in National Assembly: Mr. Speaker, Sir, I think this is an important Motion, bearing in mind that what it seeks is a very minor issue, that is, to rescind the decision which had the specific tag of seven days on the earlier Motion where Parliament adopted the Akiwumi Report a few weeks ago. It is a straightforward Motion that the decision be rescinded. This will give an opportunity for hon. Members to discuss a little further on this issue. They will also put it on record that what they want to do and what they proposed has been seriously misinterpreted by the Kenyan ... view
  • 22 Jul 2010 in National Assembly: With those few remarks, I second this Motion. view
  • 15 Jul 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Chairman, Sir. Unless I am looking at a different Order Paper, I was just wondering whether there is something to come after the “thirty” in Clause 7. It does not seem to flow! view
  • 7 Jul 2010 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a)The 20 clerks from ten districts were selected among the Ogiek Community by the members of the committee on that community’s matters. On 1st April, 2010, the 60-member Ogiek Council of Elders was established and officially launched in Nakuru in the presence of senior Government officials from the district where the Ogiek reside. Upon the launch of the Ogiek Council of Elders, it then went ahead to select seven of its members to represent it in the Interim Coordinating Secretariat Committee on Ogiek matters. The Ogiek Council of Elders has also been working ... view

  • 7 Jul 2010 in National Assembly: Yes, but then I realized the answer is much longer, Mr. Speaker, Sir. view
  • 7 Jul 2010 in National Assembly: Mr. Speaker, Sir, the second aspect is that the hon. Member wishes me to clarify the legal basis for backdating title deeds. I wish to state here that there is no backdating of title deeds and other land ownership documents involving any community owning land in the Mau Forest area. (c)The Government has not yet started reforestation of Likia Forest even though it has gained vacant possession because the re-gazettment of the forest has not yet been finalized. The Ministry of Forestry and Wildlife has initiated the re-gazetement process of the forest in consultation with the Ministry of Lands. A ... view
  • 7 Jul 2010 in National Assembly: Mr. Speaker, Sir, first of all I want to state that nobody doubts the seriousness of the Mau Forest issue. It is, indeed, very serious. But it is also important that we recognize that the Ogiek community exists. By virtue of that, we should take every step in dealing with the Mau Forest to ensure that the Ogiek are not in any way mistreated in the process of restoring the Mau Forest. That is absolutely important. Mr. Speaker, Sir, I would like to state here that if indeed there are some very specific cases - even what he has said ... view
  • 7 Jul 2010 in National Assembly: Mr. Speaker, Sir, I think gazettement or re-gazettement is absolutely essential. One of the issues that has created problems in the Mau, if we reflect on it is that, there was no clear boundary plan that had been put in place and properly recognized. So, with this survey and proper demarcation of boundaries, it is essential that those are clearly known and put on record. The process of reforestation can commence in earnest. I just want to assure this House that there is no ill motive in this process. I think what is important is that the process must be ... view
