  • 3 Dec 2008 in National Assembly: asked the Deputy Prime Minister and Minister for Trade:- (a) considering the International Trade and Economic Co-operations are conducted within defined legal frameworks, if he could explain why there is no trade policy that is anchored in the national Constitution; and, (b) when he will lay on the Table Kenya's trade policy for adoption. view
  • 3 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, the long answer given is just as confused as the trade policy in existence today. We have been independent for 45 years now. Trade is the most important thing for this country if we are going to develop and yet the Assistant Minister is telling us that there is no framework for a trade policy. In the answer, he says that the stakeholders meeting will be held before the end of November, 2008. We are now in December, 2008 and that has not yet happened. Could the Assistant Minister explain why that has not happened? They ... view
  • 3 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, EPA were rejected throughout the world and even within the African, Caribbean and Pacific (ACP) countries and yet, Kenya initialled it. Now, the Assistant Minister has said that he is not taking Parliament for granted and they have already initialled it. What will he be bringing to Parliament? Could the Assistant Minister assure us that, in future, before signing or initialling of any document, Parliament is actually involved? They do those things and then make us look very hopeless around the world; signing documents which our neighbours have rejected. view
  • 15 Oct 2008 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for the opportunity to contribute to this Motion. Firstly, I want to thank Mr. Namwamba for bringing a Motion that is really pro-people. I think that is what hon. Members should be doing to ensure that Motions that benefit their own people are brought to the House. As other hon. Members have said, the problem of Budalangi is not yesterday's: It has been with us year in, year out, yet no solutions have been found to make sure that the people of Budalangi do not keep on suffering. If anyone has gone to Budalangi ... view
  • 15 Oct 2008 in National Assembly: Madam Temporary Deputy Speaker, the solution will be found in a system of Government that is responsive to the wishes of the people. That is why those of us who have been advocating for a parliamentary system, like Dr. Khalwale, will want the Chief Executive of this Government to come to this Parliament and answer to hon. Members! view
  • 15 Oct 2008 in National Assembly: That is the system we are looking for! But, today, ultimately, the buck stops with the President! But, today, you cannot bring the President of Kenya into this Parliament and tell him: "Answer these Questions". That is why we want a parliamentary system in which the Chief Executive comes to the House and answers to the people. Madam Temporary Deputy Speaker, I think people are misunderstanding those of us who are talking about parliamentary systems. When hon. Ruto said that the President should be elected by Parliament, it is nothing new! All the major democracies of the world do it ... view
  • 7 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I rise to oppose the Motion for Adjournment. This country was promised a new Constitution within a year. Both PNU and ODM made that solemn promise. Out of the clashes that engulfed this country, Kenyans were told that one of the ways to solve the problems affecting the country is to have a new Constitution. Therefore, the Bills that the Minister for Justice, National Cohesion and Constitutional Affairs has brought to start the roadmap to a new Constitution are important. I think the House, within one week, can look at those Bills and pass them so ... view
  • 7 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, that is the ruling of the Chair and I am not going to 2456 PARLIAMENTARY DEBATES August 7, 2008 oppose it. But I hope that we shall find time in which we can actually put our case and say that the ruling was not fair to the House. view
  • 7 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am not casting aspersions at all! But it is only the Chair that is not infallible. The events were difficult and the nation is waiting to see whether we shall discuss the issues, so that the future of this country and the problems that affect other departments are dealt with by the House. That is all I am trying to say. It is because of that, that I am saying: "Give us until next week." We can adjourn next week on Tuesday or Wednesday and go home to do the things that they are talking ... view
  • 23 Jul 2008 in National Assembly: Mr. Speaker, Sir, I think we are derailing a very important Question about Trans Nzoia District which is the granary of this country. The Question is about empowering the farmers of Trans Nzoia so that they can produce enough food. This will ensure that this country is not a net importer of food but a net exporter. The Assistant Minister has said that the process is ongoing but the Question is very specific because the people of Trans Nzoia are not accessing finances. Could the Assistant Minister tell the House when action will be taken so that the farmers in ... view
