Mr. Temporary Speaker, Sir, from the outset, I rise to support the amendments to the Act and congratulate Sen. Musila. He has been with the Committee on Education, both when I chaired the Committee and now as a Member. I have witnessed his participation when we invited stakeholders, officials from the Ministry and so on. Sen. Musila has never missed a single sitting even though he is not a Member of the Committee because of passion. In supporting this Bill, we also want to ensure that the certificates that our children get are not suspect. We are aware of what happened this year and it has been alluded to by many Senators who have spoken before me this afternoon. Mr. Deputy Speaker, Sir, first of all, I think we are experiencing a sound problem in the House, because we could not hear Sen. Moi’s answer very well. But, nonetheless, could he kindly explain to the House the level of preparedness in terms of oil disasters that could happen in the country? We have just heard about one in a river, which was quite serious. Suppose there was a ship docking in Kilindini that had a spill. What sort of disaster management system for oil spills does this country have at the moment?
