Mr. Temporary Speaker, Sir, indeed, what Sen. Mutula Kilonzo Jnr. has said is a very important matter in terms of the transition by a deputy governor to the position of the governor. Mr. Speaker, Sir, I have been a member of the Parliamentary Network on World Bank. Is Sen. Murkomen in order to propose that these are democratic institutions when actually they are akin to a shareholding group where the more money you have and have invested, the more power you command? Is he in order to make arbitrary statements that make no sense?

Mr. Deputy Speaker, Sir, in relation to the question that has been raised, in the statement, could the Cabinet Secretary also state the plight of healthcare and particularly allocation for NHIF and medical allowances for the councillors? It is a fact that former councillors are suffering out there and if we who are in these Houses do not speak and take care of them, the same thing is going to happen to us when we are out of here.
