On a point of order, Mr. Speaker, Sir. With all due respect to Sen. (Dr.) Khalwale, can the Senator for Kakamega seriously mean what he said about the Jubilee Government raping anybody? First of all, it is a very serious allegation and at the very least, it is totally unexpected language and accusations in a House as respected as this Senate. Raping is done by individuals and they can be from Coalition for Reforms and Democracy (CORD) or Jubilee. Mr. Speaker, Sir, the history of VIP protection is crucial and we have seen results of not having good VIP protection in the death of prominent individuals, including Members of Parliament. I, therefore, want a clarification on the timelines because we cannot wait for a policy for people to be trained. What are the timelines that the Chairperson is referring in terms of this policy document? Secondly, is there a stop-gap measure where the current crop of people who are providing the VIP services can be retrained? Some of them have not shot a gun in the last two years.

Thank you, Mr. Speaker, Sir. I totally sympathise with Sen. Musila on this matter. The Cabinet Secretary (CS) involved should be subjected to the same practice that was subjected to the CS for Education. This matter is of interest to every Senator. Would I be in order to request that the CS for Labour, Social Security and Services comes to this House and explains the matter to each and every Senator who wishes to do so as requested by Sen. Musila?

On a point of order, Mr. Temporary Chairperson, Sir. There is also the issue of English here. My reading of what you have done is absolutely correct. We are reading the clauses as printed. All that you have done is to say that we will read everything as printed, except for those which have got amendments, so that we can move those amendments. There is nowhere in the Standing Orders that says that you cannot read as listed; even the ones with amendments. We are just being bullied here by Sen. Wetangula. Let us proceed.

On a point of order, Mr. Speaker, Sir. Whereas I completely support what Sen. Mutula Kilonzo Jnr. says, I am a bit at a loss because he is wants to know what the CS is thinking and whether he is aware. How is the Chairman supposed to know what the CS is thinking? I am under the impression that the question is to the Chairman and, therefore, it is actually the question of what the Chairman is thinking rather than what the CS is thinking. The CS is not here.
