25 Jun 2014 in Senate:
Mr. Deputy Speaker, Sir, can I be protected by the Senate Minority Leader? I will not respond to him specifically on Kajiado, but I do know that it is a practice that is going on in many parts of this country and one that we as a Senate must fight to ensure that it does not continue. I support this Motion with all the energy that I can and hope that the Government takes measures to ensure that what Sen. Mohamud has proposed is implemented.

24 Jun 2014 in Senate:
On a point of Order, Mr. Deputy Speaker, Sir. With all due respect to the Senator, is he in order to imply that at a time when we know what has happened to Wajir that the Senators and leaders from that area are in State House for a photo opportunity? At the very least that is unacceptable. The electronic version of the Senate Hansard Report is for information purposes only. On a point of order, Mr. Temporary Speaker, Sir. As the Senator was moving the Motion and he said in Kiswahili “ kutenda kitu;” did you hear the Senator for Kisumu saying kitendawili ; yet they are not related at all?

11 Jun 2014 in Senate:
Mr. Temporary Speaker, Sir, the state of our country is measured by the state of the counties. When the counties look good, the country looks good. In our extensive travels across the country in almost 20 counties in what was then the Committee of Education, Information and Technology – and we intend to visit all the 47 counties – the experience that we gained out there reminds us very strongly that we are as strong as the weakest part. A rope is as strong as the weakest part of the rope. It was very clear to us, as we travelled ...

The second part, Mr. Temporary Speaker, Sir, is that personal initiative was also lacking. You can take a cow to the river, but you cannot force her to drink the water. Therefore, our recommendation was that, first and foremost, there must be initiatives taken by the county governments and by the leadership. I remember one Member of County Assembly (MCA) in

10 Jun 2014 in Senate:
On a point of order, Mr. Speaker, Sir. I was a little bit at a loss and, perhaps, need your guidance on this one. Is it in order for a Mover and Seconder of a Bill to be operating on completely opposite sides? I would imagine that the person seconding the Bill is actually called a “seconder,” as Sen. Boni Khalwale would say. Under what circumstances then does the Mover and the seconder contract each other? I thought that you second to agree. When you second to disagree, is the Bill still on?
