Mr. Speaker, Sir, I was using Nyeri County as an example. I want to speak for the 47 counties and to say that no Senator here would want to see any child at home due to lack of fees. I think it is also important for us to appreciate the conditions and difficulties that the head teachers are operating in. They are saying that if they release one certificate and yet they are bound by law to collect the money, how will they, as head teachers, explain this? We will pursue this matter with the Cabinet Secretary concerned, with a view of coming up with solutions that will satisfy the rest of the country. I believe that this is a very serious matter. Mr. Speaker, Sir, first, I would like to apologize to Sen. Obure for the delay. He knows that is not the practice of our Committee. But we were delayed and derailed because as you are aware, there are a couple of issues at the TSC at the moment. We got a statement which we were dissatisfied with. We requested that the Statement be done comprehensively, so that we can present a report that we believe this House deserves. We will try and deliver this Statement next week on Thursday.
