One is from the Ministry of State for Defence pertaining to the recruitment of cadets that was done on 12th October, 2007 at Makindu in Kibwezi District. Several recruits, both men and women, attended the recruitment at Makindu on 12th October, 2007. The district has about six divisions. Mr. Speaker, Sir, on that material day, those who were recruiting dismissed people from other divisions, including Kilome and Kasikeu. Both men and women who had presented themselves for the interview were sent back. They were told they do not belong to Kibwezi Division. Kibwezi District has six divisions. I rise to demand a Ministerial Statement from the Minister for Water and Irrigation pertaining to the contract of the Chief Executive of Athi Water Service Board (ASWB) which expired on 30th September, 2007. I would like to give information to the Minister that as far as the environmental issue is concerned, the thin plastics and other plastics, have been provided for under the Environmental Management and Co-ordination Act, Chapter 899, which provides for a National Environmental Restoration Fund and, specifically, gives the mandate of environmental mitigation to the Minister for Environment and Natural Resources. Also, the Treasury should rise up to the occasion that the court process cannot be substituted by co-policies in terms of fiscal measures by the Government.   • 9 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the Bill be amended by deleting Clause 28. We have the due court process where the Commissioner, like any other aggrieved party, should visit the courts and the tax person should also lay his claim.   • 9 Oct 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, after lengthy discussions with the Minister about this Clause, and the fundamental monumental impact of having a Chairman appointed by the President, the Committee said that it is going to interfere with the independence of the Central Bank of Kenya such that, if the Chairman is appointed by the President, then he is likely to favour those policies which the Executive may favour and, therefore, undermine the stability of the monetary policy. Therefore, we completely oppose, and support the deletion of that Clause. view
