On a point of order, Mr. Deputy Speaker, Sir. I do not know if you heard what the hon. Member has said. He said that those people who own some of the companies which are frustrating Kenyans are seated right here. Could he substantiate his claim because that imputes improper motive on the side of the Government? I do not own a company in the Industrial Area, and therefore, he should substantiate.

Thank you Mr. Speaker, Sir, for giving me this opportunity. Mr. Speaker, Sir, as I second this Appropriation Bill, I would want to urge the Minister to be optimistic, because I can see that he may even raise more revenue than he expects, although he is not sure of that because of what happened a few days ago. On a point of order, Mr. Speaker, Sir. I would want to point out to the Chair that the hon. Member has claimed that our Standing Orders prohibit this Committee from investigating and interrogating Ministers. On the contrary, Standing Order No.4(a) says that:- "Committees have the mandate to inquire into and report on all matters related to management activities, administration and operations of Ministries." Is he in order to mislead this House that there are Standing Orders that prohibit him and his Committee from interrogating the Government?

This is a very critical Bill because it is going to give the insurance industry the independence it deserves from the Treasury and any other person who may want to influence its decisions. This Bill will also give the insurance companies the authority and powers to regulate the industry. On a point of order, Mr. Temporary Deputy Speaker, Sir. I thank the hon. Member for declaring his interest in this Bill. However, is it in order for him to drag the Chair into this business, when it is supposed to be non- commercial? He says that the Chair has an interest in this industry.

(a) Yes, I am aware there is a shortage of water in Loitokitok Town and its environs, caused by an increase in water demand which has outstretched the water supply. The present water production and distribution is 900 cubic metres per day, against a water demand of 3,500 cubic metres per day.
