I am also seeking your guidance on whether this is also what could be contributing to lack of quorum. Once hon. Members know that they are not going to speak today, they will go away. If you look at the amount that we are going to spend as Government, compared to what we used to spend then, you will see that consumption and revenue collection has gone up. When we talk of a budget deficit and financing gap, we are talking about two different terms. I think Mr. Omingo needs to see the Minister.
