Orengo has said it very clearly that the illegalities will not help. I am satisfied from reading this, that when you exercise discretion in a manner that it has been exercised, it is possible for a governor, somewhere in the rural areas, to assign his functions to the national Government whimsically. At that time, I thought that the report should be brought so that we do not get counties entangled with this sort of things. That did not come.
