The National Assembly has a Standing Order which negates Article 110 of the Constitution in its entirety. They do refer to a document or a Bill that comes from the Senate to a Committee for consideration as to whether it is an ordinary Bill or a matter concerning counties. Cheruiyot is suggesting that the decision made by the Select Committee that considered the impeachment proceedings of Gov. Samboja received phone calls or that their decision was influenced by people other than the Members of that Committee. Sen.
