Senators nevertheless make general comments on matters of impeachment. Your communication is very clear, but there is a practice that we established for comments, so that where a report tabled is not substantiated, it does not end there. I thank you.

.: Thank you, Mr. Speaker, Sir. I rise to support the Report. Fortunately, the Committee has followed our precedent in the case of Kericho on what constitutes gross misconduct. The only problem I have is that this Report is supposed to be noted. This Report has made certain recommendations for investigation yet this Senate will not make a resolution. The Constitution is clear that unless we make a resolution, the recommendation, Recommendation No.4 which calls for further investigation will not go anywhere. We must tell governors that this is a fair House. This is a House of Members who believes in devolution. Impeachment is just yet another method of checking whether they are working. For the county assemblies we want to tell them: “Do not be in a rush to impeach governors so that you get an allowance and push an agenda.” However, I am aware - Taita-Taveta being my neighbor - that they have sort of agreed on a framework on something. This means this impeachment was used as a method of negotiating, both by the governor and the county assembly. ...
