  • 12 Sep 2019 in Senate: .: Madam Temporary Speaker, you can understand why all of us are infuriated. The contradiction about the Statement that Sen. Wetangula is referring to is because the distress calls that we are receiving through social media shows that Kenyans in South Africa are unsafe. The second thing is that Africa has stood very firm and said: “If you want to go to South Africa to live like monkeys, go and do so, but leave our countries with your investments.” You must laud the Nigerians for being proactive even in a wrong way. They sent a message. South Africa’s largest investment ... view
  • 12 Sep 2019 in Senate: be in South Africa for crimes against humanity under the Rome Statute. What they have done is wrong and must be condemned. If one South African died on Kenyan streets for whatever reason, we would be held to pay. We would be putting out tails in between our legs, groveling, walking around and making all sorts of statements. Madam Temporary Speaker, I support the proposal. The people who suggest that the Senate should be given the mandate of vetting these CSs, so that we get the power to censure them--- It is now two weeks, and Parliament is completely quiet. ... view
  • 11 Sep 2019 in Senate: Thank you, Mr. Speaker, Sir. Sometimes, I worry about my neighbors in Kitui because they appear to be at the mercy of bad manners and insecurity by neighbors and somehow we seem not to take this matter seriously. view
  • 11 Sep 2019 in Senate: I remember when the police reservists were withdrawn from some place in Rift Valley, the Majority Leader was up in arms and there were Statements issued from everywhere. However, when people in Kitui die because of attacks by camel herders or a hospital is closed, nobody takes it seriously. view
  • 11 Sep 2019 in Senate: Mr. Speaker, Sir, in line with what Sen. Khaniri said, I propose that on 18th September, 2019, Wednesday morning, we cancel the meeting to visit the prisons and go to this hospital together with the Committee on National Security, Defence and Foreign Relations. I recall that I sat with the Speaker and the County Commissioner of Kitui and he wanted us to deal with this problem, that is the “neighbor issue” between Kitui, Tana River and Garissa so that we can find a lasting solution to the problems that keep engulfing my good neighbors in Kitui. It is very unfortunate ... view

  • 11 Sep 2019 in Senate: Thank you, Mr. Speaker Sir. I rise to second the Motion on the report on mediation. Since the report is very detailed on the issues we have The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 11 Sep 2019 in Senate: agreed on. The statements of the Senate Majority Leader and the Senate Minority Leader are very clear on the issues that lead to the agreement on the Kshs316.5 billion; I will not bother with those details. I only want to say the following. First, we also agreed that the framework of determining what will happen to the Division of Revenue, the impasse and agreement such as this one. We, as a Committee, have agreed that the Committee on Finance and Budget will forward a proposal so that we can have 50 per cent of the last allocation given to counties ... view
  • 11 Sep 2019 in Senate: “Any shortfall of revenue shall be borne by the National Government. Any excess collected by National Government shall go to pay debts.” Unless this Senate gets into the question of why we are borrowing, then the question of dividing revenue will be determined by payment of debts for some causes that are nothing other than corruption and shady contracts. I second. view
