  • 29 May 2019 in Senate: I want to encourage Sen. Kasanga because I have done this thing about persons with disability, children who are mentally unstable, children who are born with asphyxia, which is a condition one can get at birth, that there is something that we can do. The people who take care of the people who are in Mathari Mental Hospital are possibly the worst treated and poorly paid. They live in mud houses, as I saw in a Government of Kenya (GK) remand Prison in Eldoret. Families - a man and his wife - share a house which is partitioned with a ... view
  • 29 May 2019 in Senate: This Bill should look into the reform of mental healthcare and the welfare of the people who have undertaken the sacrifice of treating mentally ill patients in Mathari Mental Hospital. We should ensure that they live well. It is the same way we mistreat our policemen, prison warders, teachers and nurses. view
  • 29 May 2019 in Senate: Mr. Temporary Speaker, Sir, people who work hard are not treated well. They are the ones who get the short end of the stick. I have asked this question and want every Senator to think about it. When we sit here and in the Committees, we are paid sitting allowances. You probably sat in four Committees today and have been paid an allowance for all of them. Do we pay our nurses standing allowances for standing for 16 hours a day? What sort of a country is this where we just treat people so shoddily? I look forward to a ... view
  • 29 May 2019 in Senate: That nice looking sash I saw Sen. (Dr.) Zani and Sen. Sakaja being given today, can we find one person who treats these mental patients and give them an award? view
  • 29 May 2019 in Senate: I do not know what you will call it, but I want to see the President nominating one of those people, so that I know that we truly care about the people who matter. If leaders are getting sashes for a Bill, and that is what we are paid to do, why do we not go and appreciate those people who are spending their lives and times looking after a person who cannot talk and answer you; cannot take themselves to the toilet, dress themselves or take a shower, and who possibly, use their beds as their toilets? I feel ... view

  • 23 May 2019 in Senate: Mr. Speaker, Sir, I was to contribute, however, I have been alerted that the Statement that Members are contributing to has already been committed to our Committee. So, it is not the Statement of Sen. Halake. I bring to your attention that we have gone on a tangent somewhere so that you can correct it. view
  • 23 May 2019 in Senate: On a point of order, Mr. Temporary Speaker, Sir. Is my colleague, Sen. Nyamunga, in order to address Senator and retired Judge, Sen. Madzayo, in the manner she is addressing him? Although she sits in the Speaker‟s Panel, we have not accused the Speaker‟s Panel of violation of the Standing Orders. We are just saying that there should be order. Is she in order? Meanwhile, Sen. Madzayo is right under Standing Order 48(3)(a), which states: “Where a statement has been requested from a Committee pursuant to paragraph (1)- (a) the Speaker may allow comments in relation to the statement for ... view

  • 23 May 2019 in Senate: On a point of order, Mr. Temporary Speaker, Sir. We all respect one another. I did not stand up so that I am ignored. The point is that, it is not up to the Senator to ignore me; it is up to you to make a finding. The electronic version of the Senate Hansard Report is for information purposesonly.
