  • 21 May 2019 in Senate: However, our good Speaker – I keep insisting on a good Speaker – was even closer to the President than the Majority Leader. That person, under Article 110 was standing closer to the assenting authority--- view
  • 21 May 2019 in Senate: .: Mr. Deputy Speaker, Sir, when I challenged the Senate Majority Leader about his presence, he said, ―Did you see my body language?‖I have been attempting to read his body language, but it now reads more for the person who was closer to the President. Although the Speaker did not say we should read his body language, but could just look at him looking very keenly. A good Speaker would find something that concerns counties. view
  • 21 May 2019 in Senate: Sen. Sakaja is right that we are treating this country to a huge charade about what concerns counties et cetera . To the ordinary mwananchi who is in this city – Sen. Sakaja, Sen. Ndwiga and I represent a lot of them – in real sense do not care, as far as they are concerned, about anything that comes from this building. I am not talking about where we are; it is the building in terms of Parliament, because it is an Act of Parliament. Although I have been invited for the prayer breakfast, I think it should be held ... view
  • 21 May 2019 in Senate: counties or on a money Bill. Legislation is so difficult, and I congratulate Sen. Wamatangi. To get a Bill to have the hand of the President is really a lot of work. It pains to do all that work on a Bill and then it ends up in the dustbin because of our controversy about what concerns counties. For instance, one of the Bills about the youth that Sen. Sakaja is famous for never came here to the Senate. It concerns counties because the youth are also in counties. There are issue of youth employment and the 30 per cent ... view
  • 21 May 2019 in Senate: book? It is not the written Constitution, because you and I know that it is not there; that is what we teach. However, the book is about the practices, good manners, tradition and usages that have become almost like the written law. Are we doing the same in this country? Our good Speakers must go beyond the text of the Constitution to develop our law to the extent that one day we can write a book about the good Speakers, under Article 110. However, since we must also have a default, we have put a default Clause. We must go ... view
  • 16 May 2019 in Senate: Thank you, Mr. Temporary Speaker, Sir. I rise to support the Statement. Yesterday, I mentioned that 14 teachers from Makueni County have been interdicted from Kibwezi. They have gone to court. They have not only been interdicted but they were also charged with causing mayhem. view
  • 16 May 2019 in Senate: Mr. Temporary Speaker, Sir, something is wrong about the way the Executive is running everything. I was in a meeting over the weekend where a chief stood up and told old women who collect money every six months, that the money will not be paid unless they register for the Huduma Namba. Is that the correct position? It is not because the court has said that this is not compulsory. We have been told that by 18th May, 2019, we must register. What about the child who is in school like my own daughter, somebody who is in hospital or ... view
  • 16 May 2019 in Senate: The same thing is happening with this issue of interdiction. The same people we are interdicting are the same people who are supposed to teach. How can policy become forceful? What happened to public participation? I cannot see the Chairperson of the Committee on Education, Information, communication and Technology here. In terms of education, all of us need to sit as the House of wisdom, together with the Ministry and reason with them. We need to tell the Ministry that this is our country and they are hurting our children and teachers. These same teachers who campaigned for this Government ... view
  • 16 May 2019 in Senate: Article 129 states that – ―(2) Executive authority shall be exercised in a manner compatible with the principle of service to the people of Kenya, and for their well-being and benefit.‖ view
  • 16 May 2019 in Senate: Do we need to remind this Government that the principles of wellbeing and benefit to this country, is also in the Bible in the book of Isaiah which says: ―Come now and let us reason together?‖ The same thing is happening in Kitui about the road. That is the reason why I objected to the Land Index Bill that suggested that Kenyans should leave their land and be paid after two years. Somebody in Kajiado has not been paid. They have been evicted by the Chinese. In Kitui, their graves have been dug, they have been evicted and have been ... view
