We assumed that when it comes and it is tabled here, we would have an opportunity of amending it but we got stuck. The budgets and projections for the national Government have gone up but those of counties have reduced and the excuse is something happening in East Africa that we must reduce fiscal deficits by three per cent by 2020. Murungi proposed two reports. This Report that has been table by the Deputy Majority Leader was not contemplated in any of the election laws (Amendment) Bill. During the previous session, it was mentioned that Kshs17 billion was set aside for the programme and every time we kept asking what the policy is. view
